Management Analyst I

An Overview

The City of Alexandria's Workforce Development Center (WDC), a proud partner of the American Job Center (AJC) network and Virginia Career Works (VCW), offers employment and training services to job seekers and staffing solutions to businesses. We support Alexandria’s businesses by providing labor market information consultation as well as sourcing candidates who are skilled and ready to work. Job seeker services at WDC include access to a Career Center, career readiness workshops, career assessments and customized hiring events as well as eligibility based financial assistance for vocational training to earn industry recognized credentials in high demand occupations.

The Management Analyst positions is critical and highly customer service-oriented position responsible for maintaining, analyzing and evaluating the Workforce Development Center’s (WDC) virtual service platform, digital marketing, human resources management and development, special program/project management, events coordination and monitoring administrative and operational procedures of the center’s overall programmatic and operational areas. The incumbent works under the general supervision of the Director and performs most of the activities, tasks and general administrative functions independently.

Successful analysts also need good listening skills to understand the organization's problems and propose appropriate solutions. Interpersonal skills . Must work with managers and other employees of the organizations where they provide consulting services. Problem-solving skills. Must be able to think creatively to solve clients' problems. Although some aspects of different clients' problems may be similar, each situation is likely to present unique challenges for the analyst to solve. Time-management skills. The incumbent mostly works under tight deadlines and must use their time efficiently to complete projects on time.

The Opportunity:

Human Resources and Special Projects (50% of time)
  • Prepare, develop and maintain Standard Operating Procedures (SOPs) for the programs, grants and units in coordination and support of the unit/program leads.
  • Supports and assists WDC Director in managing, filing and record keeping of the different high-level projects, meetings and programs.
  • Lead coordination and event management responsibilities to include event’s planning, implementing and reporting.
  • Provides technical high-level administrative support to the Director and other unit staff when required.
  • Research and recommend strategic approaches to resolve any identified procedural problems in implementing programs/projects.
  • Work closely with the Data and Reporting Analyst to generate required program and project reports.
  • Support units and teams in day-to-day customer service improvement plans, procedures and strategies.
  • Lead and manage center’s Human Resources functions i.e., recruitment, onboarding, staff retention and motivation, position classification, position review, employee relation and implement/ interpret HR policies procedures and implementation when needed.
  • Maintain and develop HR templates and communication to streamline center’s external and internal communication efforts.
  • Update Organizational Charts, Quality Assurance Procedures, Organizational Hierarchy, Flow Charts and other procedural’s graphic and visualized presentation related documents.
  • Prepare minutes, reports and notes from different meetings and represent WDC in any HR related committees, functions, seminars and workshops.
  • Manage external communication flow, disseminate email and information to the relevant sector/section and follow-up.
  • Any other relevant duties assigned by the supervisor.

Customer Service and Branding (25% of time)
  • Maintain and uphold WDC’s branding and image related activities.
  • Ensure all the internal and external publications meet standard CoA, DCHS, VCW and AJC’s branding requirement.
  • Serve as the lead expert on Customer Service Committee to ensure center’s procedures, processes and service echoes a prodigious customer service experience to all and improve areas when necessary.
  • Coordinate and liaise with DCHS Customer Service Director/Team on different customer service related activities i.e., Focus Group Meetings, Presentations and Surveys.

Outreach and Communication (25% of time)
  • Administer, create and publish relevant high-quality content relevant to WDC’s programs, events and business/job search related information through WDC’s official virtual service platform i.e., (Facebook, Twitter, LinkedIn, Eventbrite, Job board) in accordance to the City of Alexandria (CoA) and Department of Community and Human Services (DCHS) communication policy, regulation and procedures.
  • Lead and coordinate WDC’s programmatic outreach efforts through digital marketing using social media, newsletter, podcast, online flyers, videography, etc., ensuring an inclusive information delivery to the center’s targeted audience.
  • Research and publish economic development related job fairs/hiring events, workshops and post online and in the career center.
  • Coordinate and assist center’s editorial board to prepare, receive, and write articles for the center’s bi-monthly digital/e-Newsletter.
  • Design, develop and disseminate center’s bi-monthly digital/e-Newsletter to all different categorized subscribers after required proofread endorsement and approval is received ensuring all the quality-check measures are in place and that it is aligned with CoA and DCHS’s communication policy and procedure standards.
  • Monitor trends in social media tools, applications, channels and develop digital marketing and outreach strategies.
  • Assist Data and Reporting Analyst to reflect, analyze and present information and data traffic received through job board and social media platforms.
  • Create, coordinate and review all center’s publications i.e., flyers, articles, training and workshop schedules, surveys, public releases and ensure they reflect branding requirements and that appropriate endorsement and approvals are received prior to publishing and or printing.

About the Department
The Center for Economic Support provides programs and services for Public Benefits, Community Services, and Employment and Training. Our mission is to provide direct services to City of Alexandria residents in need of temporary assistance with food, shelter, employment and State medical assistance as they strive toward self-sufficiency.

Minimum & Additional Requirements

Four-Year College Degree in public or business administration, and one year of experience in management analysis, customer services resolving end-user problems, or a closely-related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Master’s degree in Business Management , Marketing, Human Resources, or related field; Demonstrated leadership effectiveness in Business Development, Community Outreach and Partnership development activities; Familiarity with federally funded workforce development programs such as Workforce Innovation and Opportunity Act and the American Job Centers; Familiarity with emerging trends in local and regional economic development and labor market including drivers of economic success, the skill gap, work-based learning, the challenges and opportunities presented by automation and artificial intelligence, cyber security and others.

This position requires the successful completion of pre-employment background checks including but not limited to: FBI/Federal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; education/certifications; drug screening; and driver’s license.

Schedule: Monday through Friday, 8:00AM - 5:00PM.
