Human Resources Analyst

The Human Resources Analyst works with and receives direction from the HR Manager to perform human resources work in the Department of Recreation, Parks and Cultural Activities (RPCA). This position will work to develop HR transformational activities that support the department’s strategic plan. The HR Analyst will be responsible for assisting with career development and training plans, employee engagement, relations, and recruitment activities in this position.

The Opportunity:

The HR Analyst key performance objectives:
  • Actively participate and contribute to the development and implementation of department talent acquisition, development, and retention program (i.e., recruiting strategies, onboarding, new-hire orientation, new supervisor orientation, and training/career development program).
  • Develop and conduct stay interviews upon request and develop and implement a system to conduct exit interviews with aggregate follow-up to Director and HR Manager by June 30, 2022.
  • Develop and manage department evaluation tracking system with metrics to ensure evaluations are submitted to the Department of Human Resources promptly by April 30, 2022.
  • Develop a department-wide training calendar and engage internal and external vendors to provide training for identified skill gaps by September 30, 2022
  • Drafts department policy and procedures to align with updated environmental changes for review and adoption.
  • Provides case management and direct tracking for complex employee-related matters involving Fit for Duty, FMLA, or other assigned disciplinary matters.
  • Actively participate in two division, department, or city committees and/or workgroups.

The Department of Recreation, Parks, and Cultural Activities received national accreditation from the Commission for Accreditation of Park and Recreation Agencies (CAPRA). National accreditation requires park and recreation agencies to meet 155 standards representing elements of the effective and efficient park and recreation operations.

Minimum & Additional Requirements

Minimum: Four-Year College Degree and three years professional experience in a human resources management field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Preferred: Nationally recognized HR certification (i.e., IPMA- CP, SHRM-CP, or PHR); Experience in one or more of the following human resources areas: employee engagement, recruitment, and training. Excellent presentation skills and knowledge of computer software to include Word Office suite, and other data collection software.


This position requires successful completion of a drug screening, criminal records, and child abuse background check prior to employment.
The City of Alexandria requires employees to submit Covid-19 vaccination records or participate in weekly Covid-19 testing which is covered at the expense of the organization.
