Duties

This position is located in the Data Standards and Architecture Section (Section), which is responsible for data architecture development, data standards development, data strategy development, and governance-related activities such as information classification and management. If selected for this position, you will serve as an Information Technology Specialist with responsibility for project management, business analysis, and data analysis involving the acquisition, standardization, implementation and management of data. This work requires the proactive performance of activities, including, but not limited to project management, customer communication, industry coordination, requirements identification, data analyses, data standards development and risk analysis activities. Additionally you will;
  • Develop and manage projects related to data acquisition, standardization, implementation and management efforts.
  • Serve as a project manager to plan, direct, and coordinate the work of project teams to ensure that objectives are met and a high degree of effectiveness is maintained.
  • Manage projects tasks, including all activities associated with project management: project planning, progress assessments, quality reviews, implementation strategies, regular user communication, regular staff communication, risk management, and benefits analysis.
  • Communicate project activities and status to the project team, senior management and project stakeholders including information related to project risks, successes, and timelines.
  • Support the development and implementation of measures for the assessment and improvement of project activities.
  • Provide technical, procedural and operational guidance to project staff.
  • Work collaboratively with all stakeholders, particularly data providers and data consumers (internal end users and systems developers), to develop and implement data-centric solutions.
  • Manage the development of data standards, technical specifications (a/k/a guidebooks) and data dictionaries to support the onboarding of data provided to the Commission by registrants.
  • Perform comprehensive analytical and evaluative studies within a broad range of difficult, complex scope and breadth and/or execution of substantive segments that are part of a much larger overall effort.
  • Acquire and maintain knowledge of CFTC business to transform business needs into technical solutions, recognizing the relationships between business interests and technical solutions.
  • Support the development of Commission-wide policy, procedures, and guidance for data acquisition and data standards deployment, operations and maintenance.
  • Advise DoD management on the approaches and potential issues and concerns related to data acquisition, standardization, implementation and management.
  • Effectively conveys technical information for technical and non-technical audiences alike.
  • Supervise contract activities, including: serving as the technical representative for the contract, managing the financial aspects of the contract, managing contract scope, managing contract personnel issues, and ensuring quality and timely delivery of schedule deliverables.
  • Develop and implement measures for the assessment and improvement of existing management processes, policies, and systems.

You will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:

Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).

Contracting - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.

Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.

Qualifications

TO QUALIFY AT THE CT-14 LEVEL:

Specialized Experience - Specialized experience is defined as that through which one has gained mastery of, and skill in applying, database management concepts and techniques; project management principles and methods; data mining, storage, and warehousing methods; and the organization IT infrastructure sufficient to:
  • Independently develop and manage large-scale, organization-wide, data acquisition, development and standardization projects for mission critical data, using in-depth knowledge of components, interfaces, data requirements and data standards.
  • Develop and interpret policies, procedures, and strategies involved in planning and delivery of data-centric services throughout an organization.
  • Conduct complex business analyses and complex studies, leading to the successful development of data solutions and risk mitigation strategies.

Additional information

Relocation. Relocation expenses will not be paid.

Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement.

Probationary Period. You may be required to serve a one year probationary period.
