Duties

As a Deputy Chief Operating Officer, you will:
  • Serve as a daily consult to the COO in all facets of managing the Agency, and serve as Acting COO in the absence of the COO.
  • Identify, study, and implement creative methods for efficiently accomplishing the work of the agency.
  • Hold delegated authority to ensure program compliance in virtually every functional area within the Agency.
  • Chair the Agency's Internal Control Board and Enterprise Risk Management Board.
  • Conduct A-76 Studies when warranted.

    You must meet the following requirements by the closing date of this announcement.

    To meet the minimum qualifications, applicants must possess the technical and executive core qualifications outlined below. Experience refers to paid and unpaid experience, including volunteer work gained through National Service programs (e.g.Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Applicants who are either current Career/Career Conditional SES members, those eligible for reinstatement into the Senior Executive Service, or graduates of the Office of Personnel Management Certified Development Program are NOT required to address the ECQs, but must address the mandatory TCQs.

    Mandatory Technical Qualifications (TQs): All applicants must submit a written narrative response to the following TQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. Narrative statements may NOT exceed 2 pages for each individual TQ. IF YOU EXCEED THESE LIMITS YOU WILL NOT BE CONSIDERED.

    TQ1 - Ability to lead and supervise a full range of duties performed by a Deputy Chief Operating Officer to include the areas of information technology, public affairs, privacy, safety, security, inspections and investigations, human resources and EEO in the Federal government.

    TQ2 - Demonstrated in-depth knowledge with integrating organizational-level strategic planning, financial management, procurement, reporting concepts, organizational design, performance measurement, and internal management control and accountability processes.

    TQ3 - Demonstrated ability to lead and manage a major program or function of a Continuing Care Retirement Community operation and knowledge required to maintain and operate upper levels of care.

    Mandatory Executive Core Qualifications (ECQs): Each ECQ should contain at least two examples describing your experiences and accomplishments/results. For additional guidance, applicants may visit the Office of Personnel Management's Guide to Senior Executive Qualifications. Applicants are encouraged to follow the Challenge, Context, Action and Results (C-C-A-R) model outlined in the guide. Responses to ECQs must not exceed 10 pages. Narrative statements may NOT exceed 2 pages for each individual ECQ. IF YOU EXCEED THESE LIMITS YOU WILL NOT BE CONSIDERED. We recommend that applicants prepare the ECQs in a Word document and upload it into the application system. The five ECQs are defined as follows:

    ECQ1 Leading Change - The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    ECQ2 Leading People - The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    ECQ3 Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    ECA4 Business Acumen - The ability to manage human, financial, and information resources strategically.

    ECQ5 Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    Additional information

    As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the AFRH, if after November 22. Vaccines can be provided by AFRH. AFRH will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.

    - This is a non-bargaining unit position.
    - OPM Certification: An initial appointment to an SES position is contingent on approval from the Office of Personnel Management (OPM) Qualifications Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program.
    - Veterans' Preference does not apply to the Senior Executive Service.

    CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.
    - A one year SES probationary period may be required.
    -Must successfully complete a background investigation.
    - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
    - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    -File a Public Financial Disclosure Report within 30 days of appointment and annually from then on.
    - Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    - Obtain and use a Government-issued charge card for business-related travel.
    - Submit to a drug test prior to your appointment.
    - Selectees will be subject to the AFRH Tuberculosis Surveillance Program.
    - Provide proof of COVID-19 vaccination.
    - Wear required safety clothing and/or equipment required by the position. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc.
    - Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
