Duties

  • You will assist in balancing the many factors required to establish contractual priorities, milestones and execution in support of fleet requirements, to include pre-award and post-award actions.
  • You will assist in the planning, and facilitate programmatic data calls, document reviews, metric reports and presentations in support acquisition related information.
  • You will coordinate with the NAVSEA Small Business Office to maximize small business participation.
  • You will perform Contracting Officer Representative (COR) and other duties as assigned.
  • You will assist in the management of acquisition and program requirements and engage peers and other competencies in contract requirements, acquisition requirements, cost and highly technical facets of in-service program requirements.
  • You will support tailoring requirements, source selection, executing and monitoring the application of overarching contract policy and regulations while ensuring high-quality and actionable results.
  • You will be apply FAR/DFAR acquisition processes, policies, regulations, principles and practices for all elements of contracts management.
  • You will review complex solicitations and assist with the development of specialized and/or non-routine responses for proposals, bids, and contract modifications as required in partnership with SEA 02.
  • You will assist with analyzing significant and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and policies.
  • You will assist in identification, development, and implementation of new contract policy and processes.
  • You will directly support the Principle Assistant Program Manager (PAPM) of Contracts in all facets of reviewing and preparing routine contract documents in accordance with NAVSEA policy.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A - PROGRAM MANAGEMENT Level II. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "analyzing and assisting with the development of acquisition program business process strategies (e.g., financial, contractual, programmatic, small-business initiatives, source selections, etc)."
