Duties

  • You will serve as a full performance level acquisition specialist at the headquarters activity.
  • You will perform professional and analytical work involving the planning, development, coordination and evaluation of contracts in support of BUMED Enterprise programs and operations.
  • You will work independently, using established and non-established procedures to perform the following duties: monitors and coordinates all phases of the acquisition cycle, including planning development, implementation and evaluation of contractual.
  • You will advise constituents in methods and resources available to perform market research appropriate for the supply or service being procured .
  • You will create and maintain records and uses automated systems for planning, scheduling, and monitoring acquisition activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • In accordance with BUMEDINST 6220.9B, all personnel and others who may come in contact with patients, must receive and maintain appropriate vaccination against seasonal influenza.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level II. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • In accordance with DoDI 5000.72, Employee must complete initial training and maintain training required for appointment as a COR.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

* Experience monitoring/coordinating all phases of the acquisition cycle, including the planning, development, implementation, and evaluation of contractual, program, administrative, financial, and technical aspects of contracting requirements.

* Experience analyzing and evaluating acquisition policies, procedures, and issues, for effectiveness and efficiency, identifying and resolving discrepancies and problems, and developing solutions and methods for improvement as they relate to ACQUISITION elements, (i.e. administrative, auditing, budgeting/financial, consulting, healthcare management, logistics management, process re-engineering, program management and project management services).

*Experience developing, implementing work design processes at a level to design work flows, work procedures, structures, or systems and/or redesign them to accommodate current business or operational needs; and developing plans to implement new changes, promptly to achieve improvement and/or better throughout the organization.

* Experience administering/carrying out performance based contracting policies, regulations, practices, and procedures for the post award phase through contract close-out to include performing all actions regarding contracting procedures, acquisition related documentation, technical concepts, and work processes/procedures relate to acquisition projects, planning development, awards, and management of contracts.

*Experience applying research methods/techniques to determine alternatives to resolve a broad range of issues impacting contract formation, contract administration, and contract performance..
