Full Time

Duty 1
Operates one or more types of heavy equipment to push, pull, pile, or load materials such as sand, gravel, earth, coal, moving and covering refuse, and clearing brush, rocks, tree stumps, and other material. Work is generally performed on flat or rolling terrain, refuse dumps, and construction sites with simple terrain problems.

Duty 2
Maintains, repairs, and constructs rigid pavements or similar cement and concrete surfaces. Works on surfaces such as sidewalks, steps, curbs, ramps, roads, runways, and other projects that involve the setting of forms in straight lines and some curved forms which do not require precise measurements.

Duty 3
Uses and maintains tools and equipment. Performs a complete range of standard receiving and storing of assigned stock, tools, tool kits, and/or equipment items. Inspects tools and incoming shipments for quantities and possible damage. Shifts and/or sets up storage areas in consideration of such factors as space availability, turnover, and convenience of handling items. Maintains storage area security.

Duty 4
Maintains vehicle dispatch logs, records and reports. Updates manual and automated records, logs and records vehicle requests, vehicle dispatches, status of vehicles, location of vehicles, and operator assignments. Maintains daily/weekly/quarterly maintenance/operations schedule for the purpose of planning, scheduling, and tracking resources. Provides vehicle operation reports to management as needed/required.

Duty 5
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing. Follows federal and state rules when storing, using, handling, labeling, and disposing of hazardous materials and waste in accordance with environmental standards. Performs clean-up duties such as cleaning equipment, sweeping, straightening, and lining up tools and other property in the assigned area.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700-Transportation/Mobile Equipment Operation Group, Motor Vehicle Operating. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a ENGINEERING EQUIPMENT OPERATOR (ROAD CONSTRUCTION WORKER) without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of engineering equipment such as graders, tractors with bulldozer or angle dozer blades, front-end loaders, backhoes, and trench diggers; and the different sets of controls or operation of the equipment and attachments. Knowledge of a wide variety of tools and parts.

2. Knowledge of methods and techniques of subsurface preparation and constructing and repairing asphalt and cement surfaces.

3. Skill in applying and leveling gravel, crushed stone, sand, or other aggregates to the proper thickness for the subsurface; applying sealer; shaping curbs and drainage ditches; curing asphalt with sealer; and manipulating the controls to adjust spreaders, sprayers, post hole diggers, backhoes, moveable dozer blades, and front-end loading devices.

4. Ability to the use tools/equipment; store various items; set up and maintain a neat, well organized, and secure storage area; receive, store, issue, and inventory parts, tools, and/or equipment; and maintain records using automated and/or mechanized systems without more than normal supervision.

5. Ability to inspect tools, parts, and equipment for visible damage and make determinations as to feasibility of repair. Knowledge of the policies, practices, and procedures for dispatching or scheduling motor vehicles and maintaining related documentation.

6. Ability to suggest substitution of parts/tools when they are damaged beyond repair; determine causes of overages/shortages; determine need for calibration of tools; identify items by general descriptions from shop personnel, and setup and/or shift storage locations.

7. Ability to read and interpret instructions, specification, blueprints, drawings, and sketches as well as tools and parts catalogs. Knowledge of safety regulations, practices, and procedures.

Physical Effort
Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Frequently required to work in awkward or strained positions. The employee frequently lifts, carries, and handles items weighing up to 40 pounds. When performing cement work, employee is frequently required to perform heavy lifting up to 100 pounds. Asphalt work requires considerable physical effort while using pickax or air hammer to remove damaged pavement. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys, attaching and disconnecting tow bars, as required.

Working Conditions
The employee works outside in all kinds of weather frequently exposed to dust and dirt. Works near moving parts of equipment and machinery. Employee is regularly exposed to the possibility of cuts, scrapes, bruises, falls, falling material, or injury from equipment. May be required to wear protective clothing such as hard hats, steel-toed shoes, gloves, masks, and aprons.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
