Duties

  • Serve as the Chief Information Officer (CIO) and Director overseeing all Information Technology software applications and ensuring the organization meets mission requirements.
  • Provide executive leadership over a diverse information technology portfolio, including operations, classified networks, information governance and security, workforce development and innovation in support of national security mission areas .
  • Oversee development of Automated Information Systems and Information Resource Management plans, including program goals, tactical-and strategic plans, and objectives.
  • Provide technical advice in the resolution of problems encountered during processing of work for which the Information Technology Staff is responsible.
  • Develop policies and procedures to support a wide range of Information Technology program areas, including service delivery, cybersecurity, and litigation support technology.
  • Perform administrative and human resource management functions relative to a staff.
  • Establish guidelines and performance expectations for IT staff members.

Qualifications

A. Basic Requirements:

You must have IT related experience demonstrating each of the following competencies
:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, and/or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

B. Specialized Experience: To qualify for the GS-15 you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service providing advice, mentorship, and guidance to staff; presenting technical information to various internal and external personnel; identifying and integrating internal and external program issues affecting the immediate organization; determining short and long-range goals, objectives, or plans; and identifying complex IT problems and making recommendations for improvement.

This is a supervisory position. A probationary period may be required of the incumbent.

Time-in-Grade: Federal employees must meet time-in-grade requirements for consideration.

At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

    Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the component's telework policy.
