Duties

As a Supervisory Accountant GS 0510 15, your typical work assignments may include:
  • Providing oversight to the managerial accounting, funds control, and analytical studies utilizing a staff of professional accountants and budget analysts, all engaged in the conduct of accurate and timely accounting.
  • Performing senior-level accounting oversight on preparing and analyzing account information, establishing and monitoring internal controls, recommends financial actions by analyzing accounting operations and systems
  • Serving as a staff expert on accounting matters, advises financial, program managers on difficult accounting problems, and provides necessary solutions.
  • Evaluating proposed and new related legislation, policies and regulations to determine if they should be reflected in standards and criteria for systems for Internal Controls.

Qualifications

Specialized Experience:
You qualify for the GS-15 grade level (starting salary $148,484) if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
  • Experience planning, leading, coordinating, managing, and supervising a professional staff of System Accountants engaged in program activities to ensure the effectiveness of internal controls over financial reporting, operations, financial statements audits, implementation of corrective actions, compliance with applicable laws and regulations, to include OMB, GAO, and DHS regulations and directives
  • Experience advising senior managers regarding internal control for processes and operations having significant financial considerations
  • Experience monitoring and directing implementation of corrective actions and closure of recommendations, and coordinating changes in automated systems with Information Technology staff;
  • Experience directing development and conducting test for compliance of financial transactions, processes and systems with policy, statutory, and regulatory requirements
  • Experience advising senior managers regarding internal control for processes and operations having significant financial considerations;
  • Experience directing, conducting and leading issues analysis, risk assessments, program evaluations, special studies, and projects to develop and implement system improvements.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Education

Basic Requirements

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    or
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions.
