Duties

Serve as a GSA Supervisory General Engineer/Project Manager for major capital development initiatives. Responsible for overall development and management of the largest, most complex and politically sensitive projects, which involve design and construction of new buildings and complexes and/or the most complex major repair and alteration prospectus projects.

Serve as a senior General Engineer/project manager, responsible for concept design, programming, budgeting, forecasting and scheduling, facilitation, and leadership to ensure that major capital projects are successfully launched. The incumbent facilitates transitions to the project execution phase and serves as a key resource to the Service Delivery Teams during all stages of project implementation.

Develop comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact. Serve as primary project manager facilitating the efforts and expertise of numerous staff members from a wide range of disciplines.

Prepare timelines for project completion, implementing a system for review, control, and reporting on project status. Determine which phases of the project will be performed in-house or by contract. Develop new and innovative strategies to launch projects in the most cost-effective manner. Formulate and develop project launch and execution strategies which support senior management business plans, portfolio objectives and client expectations. Monitor and assesses effectiveness of contractors in meeting contractual requirements.

Acquire and manage fiscal resources for each major capital development initiative. Direct and perform budget planning and execution to support each step-in development. Establish evaluation criteria, and measurements to assess projects on an ongoing basis. Determine architectural and support cost estimates to achieve the goals of the master plan.

Lead the analysis to determine client facility needs and identifies key technical and resource personnel to work on various aspects of projects. Lead a team of experts from various disciplines develops plans that integrate the goals and objectives of nonfederal entities into the plans for Federal capital development.

  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $148,484 per year .

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

SPECIALIZED EXPERIENCE:

In addition to the Basic Requirements, all candidates must possess one year of specialized experience equivalent to at least the GS-14 level or higher in the Federal service.

Specialized experience is defined as supervisory or lead, as well as project management experience for the development, design, construction, and oversight of prospectus (line item) and reimbursable capital construction services. This experience must include the development of technical and engineering drawings and specifications; the supervision of actual construction by private contractors and architect-engineers; administration of all programs necessary to ensure the procurement of services and materials in accordance with requirements of Federal Law. In addition, this experience must have equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
