Duties

As a Human Resources Specialist (Telework Managing Officer), you will:
  • Implement, administer and evaluate the HUD-wide Telework Program. Draft agency wide policy, guidance and updates to explain the program parameters, clarify issues and resolve any conflicting guidance.
  • Ensure that the HUD-wide Telework Program meets the statutory requirements of Public Law 111-292. This includes developing evaluative methods to analyze the program's utilization and potential for expansion - without adversely affecting the execution of the mission of the Department or the effectiveness of individual employees.
  • Independently plan, coordinate and assemble HUD-wide telework data for submission to Congress. Provide in-depth analysis of the data and compares results against agency and Federal goals. Recommend program adjustments or improvement if results do not meet stated benchmarks, goals and objectives.
  • Design, develop, and deliver training programs and seminars to provide increased awareness of telework program and policies and initiatives including information regarding management's role and responsibilities.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
    Specialized experience for this position is defined as:
    - Providing leadership, supervisory, advisory or consultative services on matters involving Telework Programs.

    Examples of such experience could include:
    - Maintaining telework records and data and tracking an agency's progress pertaining to telework.
    - Providing support to managers and monitoring the telework program, providing training, writing reports, and serving as the resident telework expert.


    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14 you must have been at the GS-13 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required
    • Must successfully complete a background investigation.
    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
