Duties

The Personnel Security Specialist performs the following major duties:
  • Personnel Security Program and Adjudication Support: Reviews program-related documents and requests and provides program information and assistance to staff on personnel security matters. Reviews clearance request forms and screens security questionnaires to detect obvious errors, omissions or discrepancies. Assists applicants and employees with the completion of their e-QIP security questionnaire. Serves as a liaison with Human Resources, other internal hiring officials and Federal agency security offices. Provides daily updates to appropriate agency hiring officials via the case management system.
  • Security Program Liaison and Coordination: Provides support and assists in the planning, scheduling, and conducting of security activities in conjunction with SS/IPS overseas background check program. Initiates and/or coordinates background check requests via Diplomatic Security for overseas Personal Service Contractors, Host Country Nationals and Third Country Nationals. Performs liaison duties with Diplomatic Security to ensure background investigation requests are processed in a timely manner. Promptly notifies applicable Peace Corps staff when the background investigations are completed and a security certification can be issued. Reviews non-clearance background investigations without issues conducted by the appropriate federal investigative agency and enters into the Central Verification System adjudication along with other close out functions for the background investigation.
  • Information Security Support Work: Provides support to the Information Security and Personnel Security Specialists with reviewing, storing, and updating of SEAD 3 and continuous evaluation reporting items that are sent by
    clearance holders.

  • Applicants must successfully complete a background security investigation with favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination.
  • All Federal employees are required to have federal salary payments made by direct deposit to a financial institution of their choosing.

  • This job has been identified as a testing designated position under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired. As an employee, you will be subject to random drug testing.

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Time (ET) on 01/26/2022 (the closing date of the announcement). This vacancy is being announced at two grade levels:

FP-7

Qualifying experience for the FP-7 level includes one year of specialized experience at least equivalent to the FP-8 or GS-6 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience reviewing program-related documents and requests and provides program information and assistance to staff on personnel security matters; Experience providing support and assistance in the planning, scheduling, and the conducting of security activities; Experience ensuring security documents are accurately recorded and filed.

FP-5

Qualifying experience for the FP-7 level includes one year of specialized experience at least equivalent to the FP-8 or GS-6 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience reviewing program-related documents and requests and provides program information and assistance to staff on personnel security matters; Experience providing support and assistance in the planning, scheduling, and the conducting of security activities; Experience ensuring appropriate level background investigations are initiated for all incoming requests; Experience ensuring security documents are accurately recorded and filed.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying (FP-8 or GS-6; FP-7 or GS-7).Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Please note:
Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.
