Duties

As a Contract Surveillance Representative, you will:
  • Monitor contract performance, verification of billings for services rendered, and prepare and submit required reports to the Supervisory COR, the Accounting office and the Contracting Officer.
  • Perform surveillance inspections as established by the Chief of Campus Operations, which are based on contract clauses and conditions, contractor work schedules, and nature of work to be performed.
  • Document contractor performance deficiencies, submit documentary proof of deficiencies using established procedures, and notify the contractor in writing of all deficiencies discovered.
  • Review contractor invoices against actual services received to ensure that the AFRH has not been billed for services not rendered; and afterwards recommend approval or disapproval of payment of invoice within departmentally established timeframes.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as:

    Monitoring transportation industry standards, vehicles, and operating requirements; AND
    Reviewing invoices for accuracy and authorizing payments; AND
    Experience with vehicle leasing, repairs and return policies; AND
    Writing Statements of Work and Independent Cost Estimates for the transportation contract requirements.

    OR You may substitute education for specialized experience as follows:

    Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D., if related.

    OR You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-09, you must have been at the GS-07 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

    Education

    Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .

    As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the AFRH, if after November 22. Vaccines can be provided by AFRH. AFRH will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.

    CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.
    - Must successfully complete a background investigation.
    - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
    - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    - File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
    - Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    - Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
    - Pass a pre-employment physical examination. An OF-178 , Certificate of Medical Examination will be required if selected for this position. DO NOT SUBMIT AT TIME OF APPLICATION.
    - Selectees will be subject to the AFRH Tuberculosis Surveillance Program.
    - Wear required safety clothing and/or equipment required by the position. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc.
    - Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
