Duties

  • Installs, modifies, repairs, maintains, troubleshoots, tests and operates electrical and electronic lines, circuits, systems and associated fixtures, controls, equipment, standby UPS systems, medium voltage switching stations and generators.
  • Uses nonstandard applications that lack clear precedent and require extensive modifications to fabricate, install, troubleshoot and modify specialized electrical and electronic controls, monitoring systems and equipment to meet unique conditions.
  • Responsible for power distribution lines and circuits that supply a wide range of voltage, amperage, phase and frequency requirements to equipment.
  • Passes along instructions received from supervisor, uses Information Work Management System (IWMS), distributes assignments to workers and gets work started; provides technical guidance and training to other electricians.
  • Works along with others and sets the pace; demonstrates proper work methods; ensures work is distributed among the crew and that necessary plans, drawings, materials and tools are available; maintains supplies, equipment, tools and materials.
  • Ensures proper use of equipment and materials and that proper techniques, procedures and processes are followed; checks work in progress and finished work to ensure instructions on sequence, procedures, methods and deadlines have been met.
  • Conducts site surveys and provides comments to engineers and officials on the accuracy of electrical plans to meet desired objectives; compares the accuracy of final schematics and recommends modifications as necessary.

To qualify for this position, you must demonstrate the following SCREEN OUT:

Ability to Lead Others in the Performance of Electrical Work

REQUIREMENT: Electrician Leaders must have comprehensive understanding of the electrical trade, skill in performing common-to-complex electrical work and ability to teach, demonstrate or guide others in the performance of assigned trade work.

Work in this position involves variety of electrical assignments and projects required to operate and maintain electrical systems across various large multi-floor facilities.

Wage Leader duties include:
(1) relays instructions and assigns tasks to be performed;
(2) works with the team, setting the pace;
(3) demonstrates proper work methods;
(4) ensures plans, blueprints, materials and tools are available;
(5) provides technical guidance to workers;
(6) maintains current trade knowledge and provides information on procedures and/or instructions;
(7) checks work (in progress and completed) to ensure sequence, procedures and deadlines were met;
(8) ensures safety and housekeeping rules are followed;
(9) reports to supervisors on status and progress of work and/or causes of work delays; and
(10) answers questions on overall work operations and problems.

ADDITIONALLY, you must demonstrate the following Job Elements:

Knowledge of Electrical Equipment - at a minimum, you must perform common-to-complex electrical work with only occasional supervision (e.g., with sporadic spot-checks during progress and/or upon completion).

Knowledge of Electrical Theory and Instruments -- at a minimum, you must understand electrical theory and use basic electrical instruments to locate the source of an electrical problem with only occasional supervision (e.g., with sporadic spot-checks during progress and/or upon completion).

Technical Practices - at a minimum, you must apply appropriate technical practices and perform common electrical tasks with occasional supervision (e.g., only sporadic spot-checks during progress and upon completion).

Ability to Use Electrical Instructions - at a minimum, you must read and interpret electrical instructions and perform common electrical work with only occasional supervision (e.g., sporadic spot-checks during progress and/or upon completion).

Ability to Use and Maintain Hand Tools - at a minimum, you must use appropriate tools and equipment to perform common electrical work with only occasional supervision (e.g., sporadic spot-checks during progress and/or upon completion).

Troubleshooting - at a minimum, you must perform common electrical troubleshooting to isolate malfunctions with occasional guidance or assistance only for new or unusual problems

OTHER REQUIREMENTS:
Due to the nature of Electrician Leader work, the following conditions are essential for successful performance in this position and selected candidates must fully comply with all of these conditions in order to meet performance requirements.

Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period served by all new appointees (e.g., new to this series and/or new to SSA).

(1) Position is on a fixed shift; electricians in this position are on call 24-hours a day, 7-days a week, year around.

(2) Position is not authorized for telework or Alternate Work Schedules (AWS).

(3) Position may require employee to report to or remain at a duty station to perform critical services when employees are generally excused for all or part of a workday in emergency conditions.

(4) Position may require employee to report during irregular hours and travel in hazardous weather conditions.

(5) Work is performed on ladders, scaffolds and platforms. Work requires frequent standing, stooping, bending, climbing, crouching, kneeling, arm movement and working in tiring uncomfortable positions and confined spaces.

(6) Work may involve heavy exertion and physical strength at frequent intervals to handle heavy and bulky materials. May need to lift, carry and move equipment, tools and materials up to 50 pounds, unassisted, and occasionally lift or move heavier items with the assistance of lifting devices or other workers.

(7) Work is usually performed indoors where light, heat and ventilation are adequate; however, some work is conducted outside in all types of weather.

(8) Work may be performed under hot or cold conditions, on agency buildings requiring significant electrical and electronic modifications to both equipment and facilities. May be exposed to weather conditions and the hazards of working on and around scaffolds, ladders and confined spaces.

(9) Electricians are subject to injury, such as electric shock, cuts, bruises, falls and burns; May be exposed to high noise levels; and may be required to work in areas that are dusty, dirty and confined where ventilation, heating and cooling equipment has been shut off.

(10) Electricians may be required to support other agency buildings to provide critical services to sustain the operational needs of agency buildings.

(11) Electricians may be required to wear a uniform while working at the duty station.

(12) Electricians are required to understand and follow mandated safety procedures and wear mandated Personal Protective Equipment including, but not limited to earplugs, safety glasses, steel-toed boots, gloves, respirator and any other gear deemed required by the Electrician Supervisor.

(13) Electricians may be required to wear a respirator and may be be required to shave to ensure a proper fit.

This position does not have an educational requirement.

COVID-19 VACCINATION REQUIREMENT: As required by Executive Order 14043, Federal employees must be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 no later than November 22, 2021 and submit documentation of vaccination by November 23, 2021 OR shortly after appointment or onboarding with SSA, if this occurs after November 22, 2021. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.
