Duties

Some major duties include:
  • Serves as an Agency representative and subject matter expert with OCIO for enterprise operational planning efforts. Works collaboratively with VETS stakeholders and managers. Ensures reporting complies with current policy, procedures, and directives: 1) Serves as Agency project manager for all business solution project initiatives, 2) Monitors schedules, milestones, and deadlines to ensure completion and timely delivery of IT projects, and 3) Conveys adjustments to project plans to OCIO as needed.
  • Serve as a Contracting Officer's Representative (COR) III. In that capacity, the incumbent ensures that Departmental contracting procedures and guidelines are followed and provides substantive recommendations to the contractor and customer on the quality of contract deliverables.
  • The incumbent prepares and reviews the development of SOW and PWS for IT and non-IT complex acquisition projects from end-to-end by working with program and office staff to gather requirements, seek contractual options in DOL or GSA best-in-class vehicles in support of VETS acquisition program.
  • Collaborates in VETS projects during the inception phase gathering requirements to ensure objectives are clear and subsequent efforts do not fail. Develops detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives. Identifies human capital resource requirements and funding to implement each project. Identifies and coordinates with stakeholders and private industry as required. Elicits customer support into the development of plans and finalizing project schedule.
  • Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Regularly briefs senior staff on project status and significant developments. Keeps all parties informed of project status, changes in requirements, changes in resources, and impacts on meeting established project timelines, tasks, milestones, and objectives.
  • Work with OASAM and various sub-agencies to meet VETS needs.
  • Provides high quality customer service to both internal and external VETS/DOL stakeholders. This service includes, but is not limited to, providing reports, responding to service request and tasking in a timely fashion. Providing pertinent and/or relevant information to requesting customers. Is knowledgeable and keeps abreast of of VETS programs and systems most current status, as to be readily able to assist and /or relay pertinent information to requesting customers.

  • Must be able to attain and maintain COR III within one year of appointment.


Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection.

Qualifications

In order to qualify, applicants must demonstrate in their resume 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. In describing your experience, please be clear and specific. We will not make assumptions regarding your experience.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.

Specialized experience includes performing the following:
  • Expert knowledge of COR responsibilities, methods, and terminology; and knowledge of acquisition regulations, policies, and procedures relative to contract management and acquisition.
  • Experience providing technical consultation on the integration of IT programs and services for an agency or organization.
  • Ability to apply IT/IM performance management tools and techniques sufficient to develop and implement performance criteria to ensure agency/organizational information system requirements are achieved.
  • Experience with project management principles, methods, and practices to develop plans and schedules, estimate resource requirements, defines milestones and deliverable products, monitor activities, and evaluate and report on projects.
  • Skill in organizing, leading, and coordinating the work efforts of project teams in the provision of IT support services; and ability to provide authoritative technical advice and assistance in the resolution of unusual or controversial problems.
  • Ability to effectively communicate orally and in writing to explain complex technical requirements to non-technical personnel; and prepare and present briefings to senior management officials.


Education

There is no substitution of education for specialized experience at this grade level.
