Duties

The CAFM Program Specialist works closely with and under the direction of the Space Planning Officer (CAFM) to execute assignments and support space requirements of each Division. The incumbent demonstrates necessary knowledge and proficiency gained through practical working experience and formal training on web-based, enterprise-wide CAFM programs. Incumbent produces work and executes assignments using the Division's existing and future CAFM systems, including IBM Tririga, AutoCAD and Revit application software on a secure enterprise wide network.

The incumbent is responsible for producing, maintaining, interpreting and coordinating facility management drawings for all aspects of the facility Infrastructure, building management, occupancy planning and coordination with space planning and furniture layout. Responsibilities include CAFM drawing production and maintenance according to Division standards using Tririga CAD Integrator, plotting, printing and reproduction, and routine system reports and administrative duties as assigned. Assists the Space Planning Officer (CAFM) with day-to-day system operations, completes priority projects, prepares required output, and checks finished assignments for accuracy and completeness. Maintains and assists in the development and administration of CAFM administrative procedures, filing system, plans and data standards.

In performing assigned duties, gathers information, identifies and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Participates with the primary staff of service organization in developing and organizing policies and programs and other related concerns for program management. Participates in the development of new plans, schedules, or methods to accommodate changing program requirements. Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission oriented programs, such as those implemented at a regional or comparable level. Determines approach to achieve objectives, identifies specific steps, and decides on meetings, information, and other input. Provides administrative and automation support within the work unit as required to achieve the requirements of the Division.

Assists the Space Planning Officer (CAFM) in the development and maintenance of complex databases used to support management decisions relating to workspace requirements and other space related issues. Conducts physical building surveys, interprets survey data and inputs survey results in graphic and non-graphic forms and develops management reports necessary to effectively monitor space allocation, utilization trends, planning constraints and schedules. Sorts data collected and constructs all manner of visual aids, charts, and graphic diagrams to illustrate space trends, patterns, and relationships of the LOC.

Develops and analyzes CAFM system performance metrics; collects and compiles functional benchmarks and metrics; supports CAFM help desk program. Performs CAFM data preparation, importing and exporting data and drawings. Plans, schedules, and controls functional CAFM activities and phased implementation into other areas of Facility Services, Safety, ITS, OSEP, and ISS at large. Under direction of Space Planning Officer (CAFM), supports CAFM installations, configurations, documentation, backup and restore testing, disaster recovery, and continuity of operations (COOP).

Assists in the development, documentation, and compliance of facility information management policy, information quality assurance, information standards, functional requirements, metrics, manuals, briefing and budgets. Works closely with other Service Unit Space Liaisons analyzing and validating space assigned to them. Compiles and checks data related to occupancy loads.

Analyzes and resolves specific complex and/or intricate database performance issues. Analyzes performance data. Researches alternative technical solutions. Modifies systems and database configurations to correct problems that affect the confidentiality, integrity and availability of data. Conducts performance-tuning activities designed to optimize data management process. Recommends performance enhancements such as increasing storage capacity or modifying interfaces. Plans and coordinates the migration of data to a newer version of a database management system.

Library employees must be fully vaccinated by Monday, January 3, 2022. New hires must be fully vaccinated by the date of their appointment.

Employees are considered fully vaccinated when it has been at least two weeks since they received the second dose of a two-dose COVID-19 vaccine (e.g., Pfizer/BioNTech or Moderna) or the single dose of a one-dose vaccine (e.g., Johnson & Johnson/Janssen). At this time, booster shots are not necessary to be considered fully vaccinated.

New hires will be required to show proof of vaccination their first week of work.

Upon request, employees must provide proof of vaccination to the Health Services Division.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to utilize IBM Tririga, AutoCAD and Revit applications and software to produce, maintain, interpret and coordinate facility management drawings.**

Ability to apply knowledge of a Computer-Aided Facility Management (CAFM) Database.**

Ability to manage and maintain a Computer Aided Facility Management (CAFM) database to support facility and space management requirements, analysis, and reporting.**

Ability to effectively plan, and prioritize a variety of Computer Aided Facility Management (CAFM) projects given limited time and resources.

Ability to Coordinate and Direct Liaison Activities with a Variety of Individuals, Organizations or Institutions.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
