Duties

  • Provides functional expertise and guidance, advisory support, and assistance, and coordinates with technical and functional SMEs to assure appropriate integration of system/subsystem engineering, manufacturing, quality assurance, data, configuration management, contracting, financial management, test/evaluation, and other technical integration functions into the Command procurement and e-business-related policy and business processes.
  • Leads efforts to advise J9 leadership and project managers, and to plan the overall approach to meet contracting program objectives for a wide range of programs or systems, which often involve emerging rapid acquisition processes, span multiple years or involve successive program stages.
  • Represents the organization at executive levels within the DoD and U.S. Government and to contractor/ industry representatives, persuasively communicating the Command's IT acquisition objectives and gaining partners' endorsement of proposed courses of action, including influencing development of higher echelon policies and processes.
  • Participates in special projects and initiatives and performs special assignments.

    • This is a Testing Designated Position. Illegal drug presents a mission threat. Incumbent must refrain from illegal drug use and submit to urinalysis testing. May be selected for random, reasonable suspicion, safety mishap, or accident drug testing.
    • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
    • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.

    • This is a Mission Essential position and must be manned under all weather conditions for reasons of continuity of medical, safety, national defense, and other crucial operations. Employees must remain on duty regardless of any general announcement.

    • This position requires certification in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition Core, Program Management or Contracting Career Field, Level III.
    • The employee must meet the certification and continuing acquisition education requirements IAW DoDI 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.
    • In accordance with the Ethics in Government Act, 1978, the employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.


    Qualifications

    This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

    BASIC REQUIREMENTS:
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
  • AND
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS
  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  • Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
  • IN ADDITION TO MEETING THE BASIC REQUIREMENT ABOVE, YOU MUST ALSO MEET THE SPECIALIZED EXPERIENCE LISTED BELOW:

    SPECIALIZED EXPERIENCE:
    Meet the mandated bachelor's degree AND have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of specialized experience include: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties may have included awarding of contracts within delegated contracting authority. Extensive judgment and originality in structuring the contract; decisions are accepted as authoritative and serve as the basis for committing the agency or activity. Results of the work are normally accepted without change. Uses ingenuity and originality in interpreting, applying, and deviating from established procedures or techniques for the purpose of establishing negotiation strategies or positions, and for reaching settlement agreements. Provides advice and guidance on contracting matters to project managers and contracting officers. The work affects numerous subordinates in improving responsiveness to customer requirements and insuring that mission responsibilities are met and maintained.     KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of federal and DoD contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of technical services and associated material.

    2. Knowledge of the laws, policies, regulations, and procedures governing systems acquisition and e-business for the Federal Government in general and in the Department of Defense (DoD).

    3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, USCYBERCOM, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.

    4. Skill in applying analytical methods to analyze all phases of enterprise-level acquisition programs and in identifying refinements to keep pace with operational requirements, regulatory and policy changes, and lessons learned.

    5. Skill in staff level planning, organizing, and overseeing critical procurement and e-business program, projects, and initiatives to support procurement activities/offices.

    6. Skill in analyzing complex facts and problems and in developing and effectively communicating proposed solutions and recommendations for Command-wide application.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
