Qualifications
To qualify for a Paralegal Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:

Substitution of education may not be used in lieu of specialized experience for this grade level.
Additional information
- Participates in the substantive development and processing of complex Government contract cases.
- Drafts and reviews substantive filings for the Board of Contract Appeals and various federal courts ensuring those filings contain the correct use of style, legal citations and are appropriately organized.
- Develops and administers CDRC office functions and resources to include budgets and metrics.
- Performs substantive legal research in exceedingly complex areas of Government contract law, to include the Federal Acquisition Regulation (FAR) Cost Principles, the Cost Accounting Standards (CAS), and the Contract Disputes Act (CDA).
- Independently researches and analyzes specific factual and legal questions on a variety of issues including new and complex areas of the law.
- Trains and mentors other paralegal specialists within the DCMA Office of Counsel and CDRC on legal research techniques, litigation support activities, and any other paralegal tasks necessary for them to successfully perform their duties.

Creditable specialized experience includes:
- Experience providing litigation support to attorneys in Government contract litigation and ADRs to include pleadings and filings and assisting with discovery matters.
- Experience performing legal research using case precedents, legislative and regulatory history and prior opinions to support and develop legal arguments.
- Experience in legal office management functions including preparing budgets, metrics, DTS, training and personnel actions.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
