Duties

The selectee of this position is responsible for performing the following duties:
  • Serving as NLRB authority for granting or denying requests for extensions.
  • Conducting statistical research to provide analytical empirical data to the Board.
  • Screening procedural motions to the Board on pending cases.
  • Directing and coordinating the flow of cases through the decision-making process.
  • Analyzing and distributing cases to Board Members' staff to maintain balance of case assignments.
  • Serving as mediator in the Alternative Dispute Resolution program assisting in negotiations, in person or by phone or videoconference.
  • Creating automated reports in case management system and assisting with improved data management processes and procedures.
  • Assisting in the Board's Rulemaking process.

Qualifications

MINIMUM QUALIFICATIONS
Applicant must have one full year (52 weeks) of specialized experience equivalent to the GS-14 grade level, which has the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Attorney-Advisor (Labor) (Associate Executive Secretary) at the GS-15 level.

Specialized experience includes:
  • Providing guidance on the Board's policies, rules, regulations, procedures and decisions; and
  • Processing cases brought before the Board for review; and
  • Analyzing requests for advice on questions of Board policy, procedure, and substantive laws; and
  • Providing authoritative guidance and recommendations on labor-management relations problems
This experience must be fully supported and articulated in your resume to receive consideration.

BAR MEMBERSHIP AND CERTIFICATION
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution.

Your active BAR license must reference BAR number and indicate the status of good standing. The Agency's Self-Certification Form is not acceptable for verification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (JD or LL.B).

(NOTE: Current NLRB Attorneys may not be required to submit a copy of their transcripts. However, NLRB employees within 3 years from receiving their Juris Doctorate Degree, must provide a transcript with their application package.)

Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement). COVID-19 MANDATE
