Duties

Contract Specialist, GS-1102-11:The primary purpose of this position is to provide sound business advice in the execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must be obtain and maintain a Secret Level Security Clearance.
  • You must be fully vaccinated against COVID-19. Per Centers for Disease Control, you are considered fully vaccinated 14 days after the final dose in your vaccination series.
  • You must provide proof of vaccination, or an approved medical/religious exemption (or application) at orientation.


Qualifications

WHO CAN APPLY:

GENERAL EXPERIENCE: Successfully completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: You must provide copies of your transcript).
OR,
Employed in a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department or a military member who occupied a similar occupational specialty to the GS-1102 since September 30, 2000 for the Department of Defense. (You must include a copy of your SF-50(s), DD214 and/or other military documentation with your application package to support this response.)

SPECIALIZED EXPERIENCE GS-1102-11: One year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) and provided the knowledge, skills and abilities required to perform the duties of this position. This experience must include activities such as (1) using a wide range of contracting procedures, types and methods for the pre-award and post-award phases of contracting; (2) procuring a variety of services, commodities, and/or construction; (3) preparing solicitation documents; (4) analyzing contract requirements and proposals; and (5) monitoring contractor performance to include termination. (Note: Your resume must clearly define this experience or your application will be rated ineligible).
OR,
Successfully completed three (3) full academic years (54 semester hours) of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: You MUST submit copies of college transcripts. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. If the information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying one year of full-time study requirement; at this level two full years as described is needed (NOTE: You must provide copies of your transcripts).
OR,
A combination of the type of graduate experience described in "B" and the type of experience described in "A". To combine education and experience, the applicant's total qualifying experience and total qualifying education will be determined as percentages. The two percentages will be added together and must equal at least 100 percent to qualify. (Only graduate education in excess of 18 graduate semester hours may be used in combination

Education

YOU MUST MEET THE FOLLOWING EDUCATION REQUIREMENTS TO QUALIFY FOR THIS POSITION:

A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
At least 24 Semester Hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
