Duties

  • Summarize and interpret the work of investigator and research programs in terms that are understandable to the Congressional or lay community in order to communicate information on activities and plans and to support current and requested research budget levels.
  • Apply qualitative or quantitative methods and techniques to analyze scientific related data using statistical software.
  • Provide guidance, advice, and assistance to program leadership concerning major science policy issues affecting both NIH and the national biomedical, behavioral and social science research communities.
  • Contribute to a range of staff functions involving planning, policy development, and analysis necessary for key policy and program decisions by the NIH leadership.
  • Provide expert advice on social/behavioral, scientific, and health policy issues.
  • Consult with a wide range of individuals who are involved in scientific research to identify major issues, roadblocks, and potential actions the NIH could take to help solve these problems.
  • Develop reports and other staff documents on the policies, programs, plans, research accomplishments, and other activities of the NIH.

Qualifications

You qualify at the GS-12 or 13 level, if you meet the following qualification requirements:

Basic Qualifications: Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education ( https://ope.ed.gov/accreditation ) at the time the degree was obtained.

Additional Qualifications:

GS-12: In addition to meeting the basic qualifications, you must demonstrate one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: evaluating issues associated with health-related research programs; analyzing health-science policies; coordinating and preparing materials with health-related research content for scientific programs; and writing scientific documents.

GS-13: In addition to meeting the basic qualifications, you must demonstrate one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: advising senior leadership on issues concerning health-science policies; developing, planning, and evaluating processes for biomedical research; recommending strategies, changes and/or options on science policies and programs; developing science policies for biomedical research issues; and providing support to expert committees and meetings to address program and science policy issues.
