Duties

  • Manage all phases of budget formulation/presentation, execution, program direction, and administration/budget information requests in assigned program area.
  • Analyze budget allocations to determine the impact on programs and units and develop strategies for the efficient management and utilization of resources for assigned program areas.
  • Develop budget and program processes, procedures, and guidance for executing financial management plans and programs.
  • Adjust program plans, resource commitments, and/or program priorities to mitigate potential problems or resolve complex issues affecting an organization.
  • Serve as subject matter expert and/or point of contact to provide support in the evaluation and implantation of current budgets and the assembly of budget proposals for program areas.
  • Initiate and prepare and/or coordinate responses to sensitive and complex inquiries in support of a unit in a timely manner.
  • Demonstrate leadership in establishing and maintaining a work environment that is free from discrimination and creates a sense of inclusion and support for all employees in the workplace.

Qualifications

Specialized Experience Requirement:

GS-14. One year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is defined as: Serving as subject matter expert on a broad range of budget issues and matters related to effective and efficient operations of a major budgetary program, such as Salaries and Expense (S&E), Information Technology (IT), Apportionments, Allotments, Interagency Agreements (IAA's), and/or any other major program area. Managing the formulation/presentation, execution and justification of a budget for a major component of an agency or organization as well as the analysis of their operations and/or program areas. Exercising authority on the budget process and on matters of budgetary, regulations, and policies. Analyzing costs, benefits, and trends in rates of obligation and expenditure of funds; and recommending ways to improve the utilization of funds. Using automated financial systems to monitor, summarize and format financial and budgetary information. Preparing and conducting comprehensive and analytical budget briefings for senior management officials and program managers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
