Management Sciences for Health (MSH) is seeking a Deputy Project Director/Technical Director for an anticipated USAID-funded 5-year global PROPEL (Promoting Results and Outcomes through Policy and Economic Levers) Health Project. The project will cover several programmatic areas intended to build local capacity and further enable sustainable health systems to adequately address family planning and reproductive health (FP/RH) through improvements in policy, advocacy, financing, and governance. The project will also have an important focus on the integration of FP/RH with HIV/AIDS and maternal, newborn, and child health (MNCH) programs, policies, and care. Cross-cutting priorities of the project include increasing resilience of FP/RH programming in the context of COVID-19, youth, gender equity, local capacity building, digital health, and private sector engagement. Within the global scope of the project, PROPEL will focus on the USAID Office of Population and Reproductive Health's 24 priority countries and the seven additional Ouagadougou Partnership countries (Benin, Burkina Faso, Cte d'Ivoire, Guinea, Mauritania, Niger, Togo).This position is subject to project award and funding. OVERALL RESPONSIBILITIESThe Deputy Project Director/Technical Director will lead the global project's technical team. S/he is responsible for developing and overseeing strategic technical approaches for the project to strengthen the enabling environment for FP/RH through improvements in policy, advocacy, financing, and governance at the global, regional, and country levels.The Deputy Project Director/Technical Director is responsible for the following:Develop and lead a global, multi-sectoral, cross-cutting project technical strategy to achieve project targets and ensure effective and timely implementation of the project. Support the Project Director in the design, roll-out, and day-to-day management and implementation of project activities to build local capacity and further enable sustainable health systems to adequately address FP/RH through improvements in policy, advocacy, financing, and governance. Lead/participate in annual work plan development, implementation, and review.Ensure linkages between evidence generation, global dialogue, and country actions as per agreement requirements, MSH technical frameworks and standards, and guidelines. Ensure that evidence-based FP/RH policy, advocacy, financing, and governance approaches and cross-cutting approaches (related to, but not limited to, integration of FP/RH with MNCH and HIV/AIDS, increasing resilience of FP/RH programming in the context of COVID-19, youth, gender equity, local capacity building, digital health, and private sector engagement), inform and are integrated into core and field programs, and ensure that all project assistance is technically sound and appropriate.Mentor, support, supervise, and manage a team of highly qualified technical staff and align their efforts in concert with program goals to ensure rapid and sustainable results.Contribute to a knowledge management system where learning from countries is documented and shared to influence new programming and expand the global knowledge base on policy, advocacy, financing, and governance approaches that improve FP/RH outcomes.Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact using a variety of communication strategies, channels, and events.Partner and build strong technical relationships with USAID and other relevant internal and external stakeholders, including USAID awardees on related programs.Represent the project at outside meetings, conferences, and other client-endorsed events.QUALIFICATIONS:Master's degree or higher in public health, healthcare, international development, or a related field (clinical qualifications a plus)Minimum 12 years of senior-level technical and management experience on projects primarily focused on FP/RH, policy, advocacy, health finance, governance, or related fields. USAID experience strongly preferred.Has lived and worked in low- and middle-income countries for at least 5 years (can be part of the 12 years' experience in international health programming).Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.Excellent speaking, representational, networking, advocacy, and written communication skills.Fluency in English with strong oral and written communication.
