Duties

  • You will formulate, develop, establish, and implement overall Navy Department or major systems command (SYSCOM) programs, based on new or revised legislation.
  • You will serves as a team leader, with responsibility for assigning segments of studies to participants
  • You will perform broad, extensive studies related to Government programs which are of significant interest to the public and Congress
  • You will provide a wide range of substantive oral and written presentations and reports (including clear, concise charts and graphs) to high officials, military and civilian, within and outside the Navy.
  • You will be responsible for team building; Assuring implementation of goals and objectives of the program segment assigned to subordinates. You will be responsible for planning work to be accomplished by IPT Leaders.
  • You will serves as a senior analyst responsible for analyzing management information requirements. You will develop procedures and systems for establishing, operating, and assessing effectiveness of administrative control systems.
  • You will review administrative audit and investigative reports to determine appropriate changes or corrective actions.
  • You will conduct studies of operational efficiency and productivity, and recommends changes or improvements in organization, work methods, and procedures.
  • You will "Chair" high level meetings, as a senior authoritative representative of the Command's management staff. You will identify resources to support varied levels of management operations.
  • You will performs management surveys to determine compliance with Navy regulations, procedures, sound management practices, etc. You will develop management evaluation plans, procedures, and methodology.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field "A" Level 3. Certification is required within 24 months of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Recommending to the Program Manager and/or Deputy Program Manager and IPT Leads the policy and approaches to improve the efficiency and effectiveness of acquisition management practices within the organization; (2) Advising the program office of new or revised acquisition policy and guidance issued by higher authority and its potential to alter existing program office acquisition practices and operations; (3)Coordinating with IPT Leaders and Program Management personnel to ensure compatibility between acquisition planning/management requirements and activities and technical and programmatic initiatives; (4) Ensuring consistency in applying systems acquisition policies throughout the organization; and (5) Ensuring proper Acquisition documentation for the office to include Selected Acquisition Reports (SARs), Defense Acquisition Executive Summary (DAES), Acquisition Plans (APs), Acquisition Strategies, Justifications and Approvals (J&As), Rough Orders of Magnitude (ROMs), Certificates of Urgency (COUs), and Acquisition Program Baselines (APBs).
