Duties

DUTIES ARE REFLECTED AT THE FULL PERFORMANCE LEVEL
As a(n) CONTRACT SPECIALIST (TITLE 5), GS-1102-7/9/11, you will perform but are not limited to the following duties:
Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances and determines the sources to be solicited. Determines appropriate method of procurement using a wide range of contracting methods and contract types. Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyzes contracting issues and recommends best course of action. Performs acquisition planning along with the program manager/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises latitude in dealing with problems arising during the pre-award phase of the procurement action. Plans and carries out the work, selecting the approaches and techniques to be used, and determines actions to be taken on assigned contracts. Uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations and in recommending solutions to problems encountered. Provides business advice and assistance to technical personnel involved in the development of the performance work statement/statement of work or data requirements. Reviews requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current market practices and conditions. Executes post-award contract performance management actions on assigned contracts. Monitors and evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. Makes field site visits to detect and/or correct labor standards violations, takes appropriate action to expedite delivery or performance when required by mission changes, monitors the contractors' use of government-furnished property inventories, and issues change orders as necessary. Obtains additional funds or de-obligates funds, as required. Negotiates and prepares contract modifications caused by changes in technical requirements, in quantities, ordering unpriced options, and similar issues. Creates modifications for corrective action. Analyzes price and cost elements of the proposed change(s) and obtains audits when required. Analyzes a wide variety of contract administration problems. Reviews contractor invoices for completeness, allowability, allocability, use of proper approved rates and conformance with contract terms and conditions, and approves/disapproves and certifies for payment. Prepares contract modifications, administrative change orders, and supporting documents for all contract actions including termination. Recommends cure or show cause notices. Determines liquidated or actual damages for nonperformance and/or recommends termination action. Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS NOT REQUIRED. This is a Title 5 Excepted service position that does not require military membership.
  • APPLICANTS APPLYING FOR GS-09 MUST UPLOAD DAWIA LEVEL ONE CERTIFICATE. APPLICANTS APPLYING FOR GS-11 MUST UPLOAD DAWIA LEVEL TWO CERTIFICATE
  • To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.
  • As a condition of continued employment in the GS-1102-07 positions, employees must complete Level One Certification within 24 months of appointment to their positions.
  • As a condition of continued employment in the GS-1102-09 position, the employee must complete Level Two Certification within 24 months of appointment to the position.

GENERAL EXPERIENCE: Must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions
SPECIALIZED EXPERIENCE:
FOR GS-07: Must meet positive education requirement. Candidate must have an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. Applicants must have experiences and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
FOR GS-09: Must meet positive education requirement. To qualify, candidate must have Level One Certification awarded. Must have at least Twelve (12) months of functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program.
FOR GS-11: Must meet positive education requirement. To qualify, candidate must have Level Two Certification awarded. Must have at least Twelve (12) months of broadening contracting experiences and competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks: Procurement in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio-Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program.

Education

Minimum Requirements for All NG Title 5 Excepted Service Applicants/Candidates
1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
2. At least 24 Semester Hours in any combination/restricted to the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.

NO Substitutions of Bachelor's Degree Education for Specialized Experiences are Allowed for the NG Title 5 Excepted Service Series GS-1102 Positions.

Defense Acquisition Workforce Improvement Act (DAWIA) Certification
GS-09: MUST HAVE LEVEL ONE (DAWIA) CERTIFICATION
