Duties

• Develop long-range budgetary guidance in accordance with policies and objectives.
• Analyze and interpret financial trends.
• Develop proposed budget and program policy and procedures.
• Resolve areas of incomplete and unclear guidance and issues, while consolidating and reviewing budget submissions.
• Defend budget programs and provide advice and recommendations on all aspects of assigned budget program areas.
• Provide advisory service and guidance to managers and representatives.

Qualifications

This position is a term position and may be extended up to a maximum of eight years.

This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

GS 12 SPECIALIZED EXPERIENCE : One year of specialized experience which includes: Reviewing financial resources such as budget programs and manpower data to ensure program objectives and goals are met; identifying budgetary trends and provide recommendations for resolution; and coordinating budgetary actions to support the planning, development, and execution of financial programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS 13 SPECIALIZED EXPERIENCE : One year of specialized experience which includes: Providing financial advice on budget programs to stakeholders regarding program execution; interpreting and applying budgetary program guidance to ensure regulatory compliance; and validating financial programs and manpower data in order to ensure the efficiency and effective use of financial resources.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
