Duties

As a Human Resources Specialist (Employee Benefits), GS-0201-12/13, your typical work assignments may include the following:
  • Provides guidance and advice to employees covering a wide-range of topics as it pertains to the Federal insurance programs, which include: Federal Employees' Health Benefits (FEHB) Program, Federal Employees' Dental and Vision Insurance Program (FEDVIP), Federal Employees' Group Life Insurance (FEGLI), Federal Long-Term Care Insurance Program (FLTCIP), and the Federal Flexible Spending Accounts Program (FSAFEDS).
  • Performs pre-retirement counseling to individuals and groups, prepares annuity estimates, and processes retirement applications for submission to the Office of Personnel Management.
  • Serves as the point-of-contact for workers' compensation claims/cases and is responsible for coordination with the Department of Labor, Office of Workers' Compensation Program.
  • Provides guidance and prepares necessary documentation for employees eligible for post-1956 military service deposits, civilian service deposits, and refunded service.
  • Performs one-on-one counseling for employees on topics such as: insurance benefits, retirement, workers' compensation, separations, death-in-service, civilian and military service credit deposits, and Uniformed Services Employment and Reemployment Rights Act (USERRA).
  • Develops and coordinates benefit fairs, pre-retirement seminars, TSP briefings, and other presentations/seminars on benefits-related topics.
  • Establishes and maintains effective working relationships with operating officials at other agencies/entities regarding retirement, workers' compensation, and benefits-related items.
  • Interprets policy and regulations, and develops operating procedures for the benefits, retirement, and workers' compensation programs. Analyzes proposed and final changes in statutory, regulatory, and procedural policies for potential or actual impact on current operations.
  • Performs internal quality control reviews of employee records in the various HR systems and benefit program databases.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).


Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates the application of an advanced level of Human Resources principles, concepts, practices, analytical methods and techniques, and consultative skill of Federal employee benefits, and retirement.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates the application of a mastery level of advanced Human Resources principles, concepts, practices, analytical methods and techniques, and seasoned consultative skill sufficient to consult and resolve complex Federal employee benefits, and retirement problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

*Worker's Compensation experience is desirable.
