This position is located in the Office of the Chief Financial Officer, Budget Formulation and Appropriations Division (BFAD). The incumbent serves as Division Chief and is responsible for providing guidance and leadership to the staff responsible for the budget formulation and appropriations liaison functions for the Office of Justice Programs (OJP).

Oversees and manages the organization's budget operations, including both budget formulation and appropriations liaison activities. Establishes budget and appropriations policy for the organization. Provides instruction and guidance to program officials during budget calls and other budget formulation processes. In collaboration with the Deputy Chief Financial Officer and Chief Financial Officer, provides leadership to entire organization on budget and appropriations matters.

Supervises a group of employees performing work at the GS-13 and 14 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience at the GS-14 level include: overseeing and managing budget formulation and appropriations liaison operations for an agency organization or program; serving as a liaison with appropriations committees and staff regarding the agencys appropriation and budget process; preparing and overseeing a variety of budgetary reports for senior leadership within a major component or the Department; and preparing responses to budget information requests from the press, interest groups, congressional staff, and other groups who seek information about the agencys budget request, appropriations or programs.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Ability to provide technical assistance and consultation on budget and appropriations matters.
Ability to communicate effectively other than in writing.
Ability to communicate in writing.
Knowledge of and experience in the federal budget and appropriations processes as well as financial management practices and procedures.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
