Duties
At the Band IIB level, the incumbent serves as a Sr. Social Science Analyst providing consultative services to engagement teams and advising in the selection and implementation of appropriate methodologies for engagements in accordance with GAO and professional standards. Duties of Band IIB staff include, but are not limited to, the following:

Qualifications
Basic Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to the basic requirements:
Must be a full-time or part-time GAO employee on a permanent appointment. In addition, employees must have a minimum of 52 weeks of GAO experience, equivalent to at least the next lower band level (PE-IIA, PT-II, PT-III, PA-II, MS-I) in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations by April 25, 2021 (effective date of promotions).
Education
There is no educational substitution for the PE-IIB level.

This position is a moderate risk public trust position with possible upgrade to a Secret or Top Secret or SCI clearance depending on the type of engagement the employee will be assigned to within the mission teams.

- Oversees the design, data collection and analysis, message development, and report writing and ensures the quality and value of the final product;
- Contributes to the planning and design of engagements. In conjunction with team members, clarifies objectives and develops a design matrix and project plan that will meet the requestor's needs;
- Reviews program documents, reports and data. In collaboration with team members, decides on form, content, scope and depth of analysis;
- Develops findings and recommendations and prepares written products that provide factual and analytical information in a clear, balanced manner that meet the needs of congressional clients;
- Ensures products meet GAO standards for quality and are in conformance with policy and requirements.
