Duties

All current Federal civilian employees who resides or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

All current Federal civilian employees who resides or currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; Virginia counties of Arlington and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

As a GENERAL ATTORNEY you will be responsible for the following duties:

- Practice primarily in one or more of the following areas:
- Freedom of Information Act and Privacy Act
- Civilian personnel law
- Acquisition and fiscal law
- Ethics and standards of conduct
- Represent the agency in front of boards and tribunals, including litigating before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, GAO, the Armed Services Board of Contract Appeals, Federal District Court, and other alternative resolution venues.
- Collaborate with clients on preventative law matters, such as advising on disciplinary actions, administrative investigations, and security matters.

Qualifications

In accordance with DoDI 1442.2, to be qualified, you must meet the following requirements:

(1) Possess a first professional law degree (LL.B. or J.D.)
  • Transcripts MUST be provided. Failure to provide transcripts with your application will result in you being rated ineligible for this position.
(2) Be an active a member of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
  • Failure to submit your bar certification with your application will result in you being rated ineligible for this position.
(3) Professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position.
  • Failure to provide this with your application will result in you being rated ineligible for this position.
The legal experience described in your application package or resume will be evaluated and screened for competencies required to perform the duties of the position as described in the Major Duties section of this announcement. The QUALITY of experience will be evaluated and screened to determine how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of the announced position. Your application package or resume must demonstrate you have the competencies and quality of experience necessary to successfully perform the work of the position at the appropriate grade level.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause.
