Duties

  • Conduct legal research to develop, clarify and reinforce Federal insurance benefits policy.
  • Evaluate changes and trends in Federal insurance benefit programs to analyze the implications of such changes with respect to Federal insurance benefit programs.
  • Prepare reports on regulatory, legislative, or other activities/initiatives that impact Federal insurance benefit programs.
  • Work with other agency offices in assessment or support of Federal insurance benefit programs.

  • Successful applicants are placed in a dynamic 1 year developmental program with the potential to lead to a civil service career in the Federal Government. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.
  • Must be a U.S. Citizen or National
  • Males born after 12-31-59 must be registered for Selective Service
  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • Complete the initial online assessment and USAHire Assessment, if required


Qualifications

To meet the Recent Graduate Program Eligibility requirements, you must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years. Note: Veterans unable to apply within two years of receiving their degree due to military service obligation have up to six years after degree completion to apply.

In addition to meeting the Recent Graduate Program Eligibility above, to qualify for this position you must also meet the qualification requirements for the GS-09 listed below:

For the GS-09:
Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree of LL.B or J.D. (You must submit a copy your transcripts.)
OR
Must have one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the private or public sector) performing the following: 1) Conducting work to support benefit programs such as health, dental/vision and life insurance; 2) Conducting studies that involved any aspect of a benefit program; and 3) Present information in writing of analysis regarding benefits policy, research, and/or evaluation findings. Note: Your resume must fully support this experience.
OR
Have combination of experience and education with qualifies for the GS-9 level.

All Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) ATTENTION VETERANS: A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:
Program participants may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements.
To be eligible for conversion, Recent Graduates must:

- Complete one continuous year of work experience acquired through a Recent Graduate Program
- Complete 40 hours of formal interactive training
- Meet the qualification standards for the position to which the Recent Graduate will be converted
- Meet any agency-specific requirements specified in the Participant's Agreement
- Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.
