Duties

  • Conduct legal research to develop, clarify and reinforce Federal insurance benefits policy.
  • Evaluate changes and trends in Federal insurance benefit programs to analyze the implications of such changes with respect to Federal insurance benefit programs.
  • Prepare reports on regulatory, legislative, or other activities/initiatives that impact Federal insurance benefit programs.
  • Work with other agency offices in assessment or support of Federal insurance benefit programs.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.
  • Must be a U.S. Citizen or National
  • Males born after 12-31-59 must be registered for Selective Service
  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • Complete the initial online assessment and USAHire Assessment, if required


Qualifications

For the GS 09: Must have one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the private or public sector) performing the following: 1) Conducting work to support benefit programs such as health, dental/vision and life insurance; 2) Conducting studies that involved any aspect of a benefit program; and 3) Present information in writing of analysis regarding benefits policy, research, and/or evaluation findings. Note: Your resume must fully support this experience.
OR
Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or LL.B or J.D. (You must submit a copy your transcripts.)
OR
Have combination of experience and education with qualifies for the GS-9 level. (You must submit a copy your transcripts.)

For the GS 11: Must have one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the private or public sector) performing the following: 1) Assisting with analysis and evaluation of benefits program policies such as health, dental/vision and life insurance; 2) Providing input for the development of a benefits program policy; and 3) Writing and presenting professional documents such as regulations, legislative language or guidance related to a benefits program. Note: Your resume must fully support this experience.
OR
Have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D or LL.M.(You must submit a copy your transcripts.)
OR
Have combination of experience and education with qualifies for the GS-11 level. (You must submit a copy your transcripts.)

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Relocation expenses will not be paid.
