WHAT YOU'LL BE DOING DAY TO DAY

As an Economist, you will use your knowledge of and experience with the Assistant Secretary for Planning and Evaluation to optimize business results and customer experience by:

At the full performance level duties include but are not limited to:

Participating in the policy analysis, program design and oversight, and evaluation of policy and program research activities with respect to major HHS health care financing and public health, programs and policies.

Providing analytical support and advice to the Assistant Secretary and Deputy Assistant Secretary on a variety of economic and regulatory issues.

Initiating, planning, executing, coordinating and bringing such studies to meaningful conclusions.

Developing data and analyses to be used to show the benefits and cost of HHS programs, including regulatory actions, either directly or by coordinating a staff team.

Qualifications

WHAT WE ARE LOOKING FOR

Basic Qualifications:

A. Must have at least a bachelor's degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Must have a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND

Additional Qualification Requirements: In addition to meeting the Basic Qualification Requirements candidates must also:

For GS-11:

A. Have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service that includes performing research on economic topics in a professional setting.; assisting in analyzing and determining impacts of legislative proposals; and monitoring and tracking of government or industry developments in economic programs or policies, such as health care financing programs and public health policies.

OR

B. Have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.

OR

C. Have a combination of experience as described in "A" above and education as described in "B" above.

For GS-12:

Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes developing and performing economic research projects, such as quantitative and qualitative analyses of health care financing and public health; analyzing and determining impacts of legislative proposals and presenting findings to internal and/or external stakeholders; and providing technical advice on economic policy, policy alternatives, observed economic phenomena, and/or forecasts of economic movements.

For GS-13:

Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that includes conducting economic research to inform policy officials regarding health care financing and/or public health; presenting economic research results to a variety of groups and/or individuals, such as making project presentations to clients/sponsors or to audiences at conferences or workshops; and analyzing and determining impacts of legislative proposals and presenting findings to internal and/or external stakeholders.

n accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Vaccination Mandate : In accordance with Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law. Expanded/Maximum Telework Posture : Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling.
