Duties

This is a Recent Graduates position in the Gateways Program. This program provides an entry-level developmental experience with the potential to lead to a career in the Federal Government after successfully completing two years under the program. This is a temporary position not-to-exceed 2 years. Upon completion, the selectee may be converted to a permanent excepted service position contingent upon the needs of the agency.

Responsibilities:

Creating dashboards and reports using Tableau, Power BI, or similar programs.

Developing applications using the Microsoft Power Platform.

Developing web-based solutions using SharePoint Online.

The incumbent has a command of data analysis, retrieval, reporting, visualization, statistics, Microsoft Power Platform, SharePoint Online and application development who operates under the direction of the division manager and team lead. The incumbent applies experience and technical knowledge applicable to HR business performance to accomplish assignments and to develop plans, systems, applications, and techniques to improve programs and policies. Considers the objectives of the major subdivision and Line of Business (LOB) or Staff Office (SO) when developing, integrating, and implementing solutions to diverse, complex problems. If needed, refers problems and/or work issues to a manager or team lead.

Assignments may include: Effectively builds, maintains, and improves human relationships with the organization through the use of Human Resource (HR) analytical tools, systems, data, visualizations, and reports. Serves as an individual contributor on teams that promote inter-division and inter-activity cooperative efforts in the management, utilization, and operation of advanced analytic products. Supports the HR workforce to automate repetitive actions, HR processes and tasks to improve HR operations and employee engagement. Assists the team lead in development of HR data, applications, and systems solutions that meet customer needs and program intent. Effectively collaborates with internal/external stakeholders to design and implement HR data and software requirements and solutions. Articulates and communicates projects, actionable events, milestones, and/or program issues under review, and deadlines and periods for completion, with limited direction.

Demonstrates some independence in planning time and in using assigned resources to accomplish assignments and small projects.

Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. The work activities support, and is vital to the success of, projects or activities of one or more organizational units, subdivisions, and LOBs/SOs.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-F, FG/GS-5-9 levels. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

1. Ability to collect data, create dashboards and reports, and present findings based on statistical analysis.

2. Ability to effectively communicate technical issues to non-technical customers, negotiate complex issues, and maintain good working relations.

Quality Ranking Factor:

Ability to create interactive online forms and applications using InfoPath, Canvas Apps, or similar programs.

Education

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: HR Management, Public Administration, Business Administration, and Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

2. This Level 1 (Low Risk) position requires favorable adjudication of a National Agency Check and Inquiries (NACI) background investigation prior to appointment.

3. All participants must sign a written Recent Graduates Agreement with the FAA that clearly identifies expectations of the appointee (such as duties, performance expectations, length of appointment, training, mentorship, etc.).

4. This position may be converted to a permanent appointment without further competition. Conversion must occur after successful completion of the program, or at the end of a 120-day approved extension when the recent graduate has:
  • Successfully completed at least one year of continuous service in addition to fulfilling all requirements of the Recent Graduates Program (e.g., all required training, mentorship, and other requirements outlined in the participant's agreement);
  • Demonstrated successful job performance consistent with the applicable FAA Performance Management and Assessment System program (rating of record or summary rating of at least Fully Successful or equivalent);
  • Received a recommendation for conversion from the first-level manager; and
  • Met the qualification requirements and any other position requirements associated with this position.

5. Upon conversion to a permanent appointment, the selectee will be subject to completion of a one-year trial (probationary) period.
