Major duties of the position include conducting engineering studies to analyze and evaluate applications, changes and/or new facilities or service, determining the interference potential with reference to government treaties and regulations. The incumbent ensures that review and analysis is based upon current rules and Commission policy. The incumbent possesses expertise relative to new technologies associated with earth and satellite systems. Provides technical advice and services to other members of the Branch, Division or Commission, as necessary. Incumbent has recognized expertise in engineering, matters, especially relating to satellite communications and often conducts a broad range of technical engineering studies and special projects which may include analyses and evaluation of applications as well as evaluation of new telecommunications systems. Duties assigned require a knowledge of technical engineering matters, legal requirements, FCC mission, policy, and precedent actions; and ability to apply judgement, originality, and ingenuity to the resolution of problems. Prepares correspondence regarding applications, and answers inquiries from Congressional office, other agencies, applicants, and the general public. May participate in FCC or interagency meetings regarding international matters.

Specialized Experience

GS-12: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience for the GS-12 level includes, applying knowledge of electronic engineering principles, interpreting rules and regulations; performing engineering analysis and studies; writing complex documents and reports to include factual data and recommendations; and communicating ideas and technical information in a clear and concise manner.

GS-13: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience for the GS-13 level includes, applying knowledge of complex electronic engineering principles, interpreting rules and regulations; analyzing engineering problems, identifying issues, and providing recommendations; writing technical and investigative reports; and interacting with individuals at various levels of authority.

GS-14: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience for the GS-14 level includes, applying broad knowledge of electronics engineering principles and practices; applying and interpreting technical guidelines, policies and/or precedent setting actions to electronic engineering issues; performing complex engineering analysis and studies; writing documents with analyses and recommendations; and providing advice and assistance on engineering issues.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
    • Knowledge of engineering concepts, principles and practices of electronics engineering.
    • Ability to apply policy and technical guidance related to electronics engineering.
    • Ability to communicate orally and in writing in order to perform studies, provide advice to applicants, industry officials, and agency representatives.
    • Knowledge of conducting engineering studies
