Duties

  • Serves as the Bureau of Land Management's (BLM) Liaison to the congressionally chartered Foundation for America's Public Lands, as well as other foundations supported by or that work with the BLM.
  • Represents BLM's senior leadership in establishing, strengthening and maintaining a collaborative relationship with the Foundation's staff and Board of Directors
  • Engages in building relationships with Foundation partners and stakeholders, including estate and local government, as well as with national and some regional associations, non-governmental organizations, conservation, and industry groups nationwide.
  • Builds partnerships and fosters coordination and collaboration in accordance with pertinent laws and policies.
  • Serves as a key point of contact in seeking to address and facilitate resolution of pertinent issues and ensure that projects and initiatives undertaken or supported by the Foundation are coordinated with the BLM and reflect its input and priorities.
  • Works with Foundation staff to ensure appropriated dollars and other funds coming from the BLM are disbursed in accordance with applicable laws and regulations and are fully accounted for.
  • Utilizes knowledge of BLM policies and programs to work with subject matter experts in BLM?s various program areas to brief and train Foundation staff, Board Members and others involved in the foundation's work.

Qualifications

For the GS-14 Level: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience working for a nonprofit organization, nonprofit foundation, or as a government relations representative and/or lobbyist, with demonstrated experience and leadership in external fundraising, grant writing, development and/or government relations and lobbying for public or private entities. Demonstrated experience in developing, strengthening and maintaining relations with external partners and developing and utilizing a diverse array of strategies and products to communicate information about programs, policies, initiatives and other relevant information to external partners and stakeholders. Project management experience is also beneficial

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
