Duties

  • Administer contracts, such as operation and maintenance of buildings, systems, elevator maintenance, custodial operations, trash and debris removal, paper recycle of high-grade white paper, newspaper, and cans etc.
    Settle disputes between and among tenant agencies relative to proposed or ongoing projects, such as, where one agency's reconfiguration of space plans affects the continuous use of space of another agency.
  • Develop effective working relationships in meeting the client agencies' requirements and timeframes. Ensure that quality services are provided in a timely manner which will enhance the ability for client agencies to accomplish their mission and goals. Service provided include the recurring reimbursable for above-standard building services, and open-end expenditures for alterations and space changes, intra budget activity authorizations (IBAA's)for support of repair and alterations projects, and direct funded
  • Advise tenant agencies on the development of plans, specifications, statements of work and construction drawings for projects proposed. Provide information and advise, including authoritative interpretations of GSA policies and procedures relating to construction and buildings maintenance policies.
  • Supervise on-site subordinates, Building Manages, professional and/or technical staff members, office automation administrative/clerical staff members and works with the custodial and mechanical supervisors.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.
  • Subject to call 24 hours per day, 7 days per week, and has fiscal responsibility for loss, theft or negligent damage of equipment.

The GS-13 salary range starts at $106,823 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience in researching and preparing policy, procedures, and standards that provide governance for the operation and management of large office buildings including buildings and space delegated to other entities. Such experience must reflect responsibility for coordinating tasks and assignments; improving customer and client satisfaction; preparing service contracts, and/or the development of maintenance programs for buildings; evaluating and monitoring building management operations including custodial, recycling, energy and environmental management, and mechanical maintenance programs; utilizing quantitative and qualitative techniques to gather, analyze and report data to measure programs relating to facility operations.
