Duties

  • Management and execution of a medical research, development, testing and evaluation program or a subpart of a program to include technical content and/or cost, schedule, and performance.
  • Analysis of functional requirements, development/execution of technical execution plans, development of program strategies, lead Integrated Product Teams, management of program resources, and defense of program in professional forums.
  • Acquisition planning and the development of programmatic and technical management plans, acquisition baselines and requirements, and the execution, control and direction of the work within approved cost, schedule and performance baselines.
  • Leads a multi-functional product development team and actively seeks participation and input from all team members to support product development planning and management.
  • Provides scientific, program management, and DoD acquisition expertise in coordinating research and development activities relevant to the development and fielding of medical products.
  • Engages in design, development, test and/or evaluation functions relative to providing medical solutions for military requirements to protect and sustain the force.
  • Controls funds provided for product development, and acquires and allocates resources to accomplish program objectives.

  • This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level 2 in Program Management within 24 months of entrance on duty.

USAMMDA is participating in an alternative personnel system known as the PDP - Personnel Demonstration Project. The DB-03 pay band incorporates the former GS-13 Step 1 to the GS-14 Step 10 grade levels. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent will not receive an immediate pay increase if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Health Science Product Manager
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to at least the DB-02 (GS-12) grade level in the Federal service which includes:
1) Managing, directing, or coordinating the execution of funded research and development programs emphasizing the development of medical products to include technical content, regulatory matters, and/or cost, schedule and performance;
2) Developing and coordinating the review and approval for acquisition strategies, project management plans, program budgets, procurement strategies, and regulatory strategies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02 (GS-12).
