The Research and Insights Solution Center (RISC) is the chief data and research component of the OIG, comprised of data scientists, data analysts, geographic information system professionals, investigative analysts, researchers, and other business analysts. Our Analytics group offers the opportunity to drive value to the organization by designing, developing, and adapting mathematical, statistical, econometric, and other analytical solutions for our audit, investigation, research, and support functions.

Our Analytics group is currently seeking an experienced data scientist who will provide expert-level advice in the area of data analytics to include machine learning, natural language processing, robotics process automation, artificial intelligence, text and/or data mining, and statistical and mathematical methods.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 01/26/2022 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $126,233.00 - $164,102.00. The salary figures include locality pay.

  • Leads projects using advanced analytics techniques such as machine learning, natural language processing, robotics process automation, and artificial intelligence, to include the research, design, development, deployment, and enhancement of enterprise-wide analytics solutions.
  • Provides advice, guidance, and support to junior staff on advanced analytics, data access, data quality, data governance and storage, and related areas.
  • Identifies key deficiencies in project requirements and/or proposed approaches or data access issues which are significant to the design, execution, and reporting out of advanced analytics projects.
  • Uses expert level knowledge to utilize common data science tools, including scripted languages (such as R, Python, SQL, and JavaScript), Integrated Development Environment and analytics platforms, open-source solutions, commercial off-the-shelf tools and hardware-based capabilities.
  • Researches, designs, and develops user-centric visualization solutions that provide business insights to decision makers using Microsoft Power BI and other tools.
  • Develops and maintains effective working relationships with staff at the OIG and other agencies in order to share information and learn the latest developments in analytical tools and techniques to efficiently assist the OIG with mission-related work.
  • Acts as a subject matter expert for data analytics as it pertains to both predictive and prescriptive analysis and ensure alignment with industry best practices.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university.

AND
  • Must have at least 3 years of specialized experience in planning, developing, and executing complex projects using advanced analytics techniques such as machine learning, natural language processing, robotics process automation, and artificial intelligence.
AND
  • Experience in a Science Technology, Engineering or Mathematics (STEM) related field such as Data Analytics, Data Science, Computer Science, Mathematics Statistics, Operations Research, Economics or Quantitative Social Science.
DESIRABLE QUALIFICATIONS
  • Advanced Degree from an accredited college or university.
  • Professional Certification(s) in a related field of data science and/or data analytics disciplines.
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Demonstrated mastery using advanced analytics techniques such as machine learning, natural language processing, robotics process automation, and artificial intelligence to plan, design, and execute complex analytics projects.
  • Demonstrated mastery of scripted languages (such as R, Python, SQL, and JavaScript).
  • Demonstrate ability to communicate effectively, both orally and in writing, complex business, and technical information.
  • Demonstrated mastery of visualization and business intelligence tools to create and derive insights for stakeholders.
You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
