Duties

Major Duties to include but not limited to the following:
Advises and assists the Chief, SWS or designee, in the planning, development, and operations of SWS programs, provides technical expertise in the field of health care planning and comprehensive advice and assistance to the Chief, SWS or designee, regarding possible need for revision of regulations and policies governing planning activities, develops SWS Memoranda and/or policies as required by VHA Directives and Handbooks and other accrediting bodies (i.e., The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), etc.), u ses computer equipment with a wide variety of software such as Word, Excel, PowerPoint, Outlook, Access (database) and VHA databases such as Veterans Health Information and Technology Architecture (VISTA), Computerized Patient Record System (CPRS), Decision Support System (DSS), and VHA Support Service Center (VSSC) to extract, organize, and create a variety of specific working documents, forms and reports, makes final recommendations/commitments as to budget, planning, personnel, acquisitions, and overall administrative management, serves as a subject matter expert to provide information on Service/Medical Center policies regarding personnel, equipment, budget, regulatory compliance, etc., administratively responsible for HR management functions including recruitment, initiating classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, workers compensation, and performing necessary research related to human resource management, provides technical and administrative supervision to administrative support staff to include GS-7 Program Support Assistants (0303) and GS 6 Medical Support Assistant (0679), initiates personnel actions involved in the recruitment, selection, promotion, commendation, and discipline of subordinates.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing a variety of data, regulation, policies and procedures, understanding of principles, operating within a set budget with budgetary information, performing and directing administrative functions, understanding Human Resources Management processes and administrative operations and communicating work methods in writing and verbally to a variety of individuals OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. OR,
  • Combination: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment

. Physical Requirements: The work is primarily sedentary, but involves walking, standing, minor lifting of office equipment and supplies and may require stair climbing. Occasionally, the incumbent may be required to assist in moving portable tables, chairs, or audio-visual equipment for use by the Service.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
