Acquisition and Contracting (AQ) partners across the enterprise to deliver innovative contracting and business solutions that enable DCSA mission success. An in-depth knowledge of program management, logistics, and industry practices will be key to effectively advising acquisition teams, members of the contracting office, and internal and external stakeholders.

As a PROCUREMENT ANALYST you will be responsible for the following duties:
  • Serve as the Agency subject matter expert procurement analyst responsible for initiating, developing and recommending operational policies, procedures, guidance and oversight of the DoD Government Purchase Card (GPC) program for DCSA.
  • Review the effectiveness of the purchase card program policies and procedures to ensure that they are consistent with governing law, regulation, and DoD policy.
  • Manage the activities of the credit card program team, ensuring that their duties are appropriately and effectively carried out and provide assistance or training where required.
  • Conduct long-range planning and goal setting necessary to assure that the team operates in a business-like and professional manner.
  • Monitor and adjust the cardholder to billing official ratio to comply with DoD guidance.
  • Ensure initial and refresher training is conducted in accordance with DoD and Agency requirements, cardholders are familiar with the disputes process of the servicing bank, compliance with all relevant policies, procedures, and regulations (including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)), and GPC records are maintained in accordance with policy.

This position has a Basic Requirement for the 1102: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement (An SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Expertise in the DoD's Purchase Card Program, procedures, ACCESS ON-LINE, and the Purchase Card Management System;
  • Initiating, developing and recommending operational policies, procedures, guidance and oversight of the DoD Government Purchase Card (GPC) program;
  • Ensuring the Purchase Card program policies and procedure are consistent with governing laws, regulations, and DoD policy;
  • Managing the activities of the credit card program team, ensuring their duties are appropriately and effectively carried out and providing assistance or training where required;
  • Utilizing the DoD Insights on Demand and other GPC-related systems.
Specifically you will be evaluated on the following competencies:

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
