Duties

An in-depth knowledge of program management, logistics, and industry practices will be key to effectively advising acquisition teams, members of the contracting office, and internal and external stakeholders.

As a SUPERVISORY CONTRACT SPECIALIST you will be responsible for the following duties:
  • Serve as the Agency subject matter expert procurement analyst responsible for initiating, developing and recommending operational policies, procedures, guidance and oversight of the DoD Government Purchase Card (GPC) program for DCSA.
  • Review the effectiveness of the purchase card program policies and procedures to ensure that they are consistent with governing law, regulation, and DoD policy.
  • Interpreting and writing acquisition policy on behalf of the Agency.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, prepare schedules for completion of work, and evaluate work performance of subordinates.

We are hiring in Quantico, VA; Boyers, PA; Ft. Meade, MD; and Crystal City, VA. While we offer telework opportunities, these positions are located in an office in one of these four locations and you must be located near one of these locations before receiving a final offer of employment.

Qualifications

This position has a Basic Requirement for the 1102: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees .

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement (An SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. *Failure to provide transcripts may result in you being rated ineligible for this position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: (To be creditable, experience must be in the contracting/acquisition career fields related to government contracting and procurement)
  • Managing complex procurement actions, such as procurement's for the following: complex commercial and non-commercial services; agency-wide support services; or information technology hardware, software, and services (including software as a service) and
  • Ability to plan, develop, implement, maintain, and administer all contractual aspects of a major procurement action and to provide relevant comprehensive management advice to senior leadership.
Specifically you will be evaluated on the following competencies:

5. Strategic Thinking : Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
