Duties

  • Performs classification reviews by gathering information through audits with position incumbents, discussions with supervisors, and reviewing classification standards and organization charts.
  • Provide comprehensive Classification advisory and technical services on substantive organizational functions and work practices.
  • Reviews new or revised position classification standards issued by the Office of Personnel Management (OPM).
  • Plan and conduct classification/position management studies to identify and resolve problems or issues for assigned organization.
  • Provides administrative/clerical support for the HR Classification function by using office automation equipment to prepare a variety of documents, such as letters, memos, and desk guides; and to compile information for reports, data files, etc.
  • Uses a variety of computer programs, including databases, spreadsheets, word processing software, and other custom-designed HR software programs, to prepare recurring personnel reports.

Qualifications

Time in Grade:

For entry at the GS-05 level, status applicants must have served 52 weeks as a GS-03 or higher grade in the Federal Service.

Specialized Experience:

For the GS-05, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-04 grade level in the Federal service, or comparable in difficulty and responsibility to GS-04 if outside the Federal service.

Specialized experience is defined as: Experience in applying, a standardized body of Human Resource (HR) rules, procedures, and operations, sufficient to perform a full range of support assignments to assist HR Classification Specialists.

Time in Grade:

For entry at the GS-06 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service.

Specialized Experience:

For the GS-06, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.

Specialized experience is defined as: Experience in assisting with analyzing duties, applies classification standards, and writes evaluation statements.

Time in Grade:

For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-06 or higher grade in the Federal Service.

Specialized Experience:

For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-06 grade level in the Federal service, or comparable in difficulty and responsibility to GS-06 if outside the Federal service.

Specialized experience is defined as: Experience in analyzing duties, applies classification standards, and writes evaluation statements to justify the title, series, and grade selected for the position.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Education

Substitution of education for the specialized experience requirement at the GS-05 grade level: Four-year course of study leading to a bachelor's degree may be substituted to meet the specialized experience requirement.

Substitution of education for the specialized experience requirement at the GS-06 grade level: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
