Role: Budget AnalystPBG Consulting is currently seeking an experienced Budget Analyst to join our growing team supporting the planning, implementation, production, and delivery of a budget formulation schedule for our Federal customer. The Budget Analyst will support the preparation and dissemination of programmatic guidance, advice, and all necessary templates to ensure budget justification materials are accurate and complete.Location: Temporary WFH due to COVID-19 | McLean, VA | Please note, any individual working in-person at our corporate office must adhere to a COVID-19 Vaccination mandate. Key Responsibilities:Provide technical support related to budget formulation, justification, presentation, execution, and review.Acting as the sole budget analyst for the office of the CIO. Generate financial forecasts and tracking the flow and status of funds obligations, reimbursements and other financial data.Maintain electronic files and versions of budgets submitted.Provide variance analysis of costs incurred against spend plans on a monthly basis.Assist in preparation of monthly, quarterly, and annual spend plans.Assist in preparing executive correspondence by reviewing documents for technical corrections and edits and managing portfolios for performance management and cross-program analysis to ensure requirements are being addressed and gaps are being closed.Consolidate and summarize budget execution in written reports and conduct analysis to help identify issues and trends affecting budget execution.Maintain responsibility for providing analytical support to complex budget projects and dealing with major department heads directly.Develop annual schedules for budget preparation, analyze budget variance reports, and follow up on remedial actions.Audit vouchers and expense accounts and analyze the installation of budgetary control systems.Analyze budget formulation and execution, identifying and researching anomalies or problems, generating reports, and processing large volumes of complex data rapidly and accurately.Translate highly technical and programmatic data into actionable reporting appropriate for senior and non-technical readers.Minimum Requirements:Bachelor's degree in Finance, Business, or other related field.4+ years of experience in budget formulation, analysis, and evaluation of execution.Proficiency in the Microsoft Office suite particularly MS Word, MS PowerPoint, and MS Excel including expertise with pivot tables (using and building).Experience with managing and tailoring Excel spreadsheets and developing PowerPoint presentations.Ability to learn new systems quickly and prioritize and complete tasks with time-sensitive deadlines.Excellent verbal, interpersonal and written communication skills.Strong analytical, problem-solving and decision-making capabilities.Team player with the ability to work in a fast-paced environment.Demonstrated outstanding level of professionalism in providing client support, including ability to exercise good judgment, discretion, tact, and diplomacy.Sound business ethics, including the protection of proprietary and confidential information.Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.Ability to work with all levels of internal staff, as well as outside clients and vendors.Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude.Preferred Skills/Experience:PMI Project Management Professional (PMP) Certification.Experience in tracking budget and activities for a product/project portfolio.Experience with Planning, Programming, Budget, and Execution (PPBE) budget cycle activities, including Congressional Budget Justification Book (CBJB) and Integrated Planning and Budget System (IPBS).Using complex financial management systems or other non-DOD federal financial management systems.Strong understanding of the software development life cycle (SDLC).Proven experience in communications planning and execution.#WHYPBG: PBG is a leading small business provider specializing in a broad array of Program Management, Operations, and Information Technology (IT) services to federal, state, and local organizations.
