Responsibilities Ensure that the Government is supported in this activity from, at minimum, 0900 to 1800, Monday through Friday, excluding federal holidays. Support Government leads to provide responsive, consistent, and accurate classification guidance to the customer and the IC. Must have at least three years of experience dedicated to classification reviews, including expert knowledge of EO 13526, Classified National Security Information, its Implementing Directive, 32 CFR Parts 2001 and 2003, EO 13556, Controlled Unclassified Information (CUI), and its Implementing Directive, 32 CFR Part 2002, and Security Classification Guides (SCGs). Must have demonstrated knowledge of IC agency missions and processes with regard to classification practices. Depending on the deadline imposed by the customer, classification reviews may have turn-around times as low as one (1) hour, or up to five (5) business days. Contractor staff shall support deadlines as directed by the Government. Prepare, review, or update customer CUI, original classification authority and derivative classification authority training and reference materials and content, and provide training as requested to customer staff. Author, develop, comment on, or update clear and concise interagency issuances on complex topics. Use analytic skills to assess the classification and markings of classified and unclassified products, including comparing again SCGs and source documents. Deliverables may include formal recommendations researched by the Contractor staff, and presented to the Government as a peer-reviewed memo or other formal document. Document and maintain SOPs for all activities within the Classification Review Team (which is part of the Classification Management & Prepublication Group (CMPG)). Review classification determination requests, and recommend classification status consistent with customer and IC SCG, as required by the Government. Such determinations typically involve both a review of SCGs and policy, and a review of precedents shown in previously reviewed documents from numerous sources. Ensure deliverables are timely, accurate, and error-free. Gather and produce metrics and performance data as directed by the Government. Provide inputs to annual compliance reports as directed by the Government. Engage with and provide support to customer and IC working groups as directed by the Government. Draft or review documents for technical correction and edits in the development of Congressional testimony, budget presentations, issue papers and talking points related to classification and declassification. Assist Government Leads in assessing capability needs, opportunities, and gaps to help link resources to strategy. Deliverables may include formal recommendations researched by the Contractor staff, and shall be presented to the Government as a peer-reviewed memo or other formal document. Identify interdependencies across IC strategic plans and efforts, and review and assess alignment of IC component strategic plans. Assist Government Leads in developing venues for creatively addressing complex IC issues that develop shared perspectives and lead to IC commitment to action. Implement EO 13526 activities for the customer as directing protection of national security information, as well as EO 13556 activities for the customer as directing protection of CUI. Ensure customer and IC compliance with EO 13526 and EO 13556 and other relevant executive orders and federal policies. Execute the duties of the on-site, Key Personnel Team Lead. These tasks include, but are not limited to: Coordinating daily tasks and activities of all Contractor personnel. Ensuring sufficient Contractor support is available to perform necessary tasks. (For example, when one person calls out or is on vacation the Team Lead shall coordinate with the PM to ensure back up is provided for the Government support; ensure everyone is not on scheduled leave at the same time. Consult and coordinate with other IC elements to help the Government develop and implement consistent classification management policies and procedures. Create and maintain records to track status of internal and external review of provided materials, and final adjudication of classification review requests. Serve as a Classification Management Tool (CMT) policy referent for the customer and across the IC. Maintain and update the IC Markings System Register and Manual, as requested by the Government. Qualifications TS/SCI with Poly level clearance is required A Bachelors degree or higher in history, policy, strategy, IM or another field relevant to the work of classification management. An Associates degree in the named fields is deemed sufficient if the candidate has more than ten (10) years experience working in the IC and has more than seven (7) years experience in US Government classification and declassification management. A minimum of eight (8) years experience in the IC, of which at least two (2) years were supporting policy and two (2) years were supporting US Government classification and declassification tasks. Demonstrated knowledge of EO 13526, EO 13556, ICD 710, and associated IC classification management policies. Demonstrated extensive experience conducting US Government classification and declassification reviews, and applying appropriate exemptions/ redactions to protect sensitive and/or classified national security intelligence information. Demonstrated attention to detail such that deliverables are correct, complete, error-free, and ready for Government action. Demonstrated extensive experience in supporting the development of US Government SCGs and classifying and marking intelligence information, including classification categories, dissemination controls, controlled access programs, RD, FRD, and FGI. Demonstrated excellent customer service skills. Demonstrated critical thinking skills sufficient to conceptualize, organize, and draw inferences from incomplete or inconclusive data, and present a compelling analysis of findings to the Government. Ability to identify, articulate, document, and mitigate knowledge gaps, and provide alternative approaches to challenging issues. Demonstrated ability to supervise other Contractor staff and provide QA for their deliverables. Demonstrated excellent time management skills and ability to support surge efforts while maintaining high quality. For Colorado Residents Colorado Salary Minimum: $74,526.40 Colorado Salary Maximum:$159,307.20 The estimate displayed represents the typical salary range for this position, and is just one component of Peraton's total compensation package for employees.
