The Fairfax County Capital Facilities (CAP), Land Acquisition Division (LAD), is seeking a Principal Whole Parcel Acquisition and Leasing Specialist (Project Coordinator) who will be responsible for professional research, negotiation, and acquisition of land and land rights for large scale and sensitive capital and public private partnership projects, which may include whole parcel acquisitions and leasing of temporary sites. Provides professional land acquisition consultation in support of the Fairfax County Board of Supervisors’ capital improvement objectives. Responsible for evaluating appraisals and complex land valuation questions. Supervises and coordinates with the Appraisal Manager in the solicitation and administration of appraisal and title service contracts in conformance with Purchasing guidelines, which may include the work of multiple consultants and vendors to ensure proper, timely and cost-effective integration of services in support of multi-million-dollar project development and implementation. Responsible for senior-level coordination of complex and high-profile land acquisition projects. Participates in negotiations for complex/sensitive projects with property owners. Collaborates with staff in DPWES, Capital Facilities, Stormwater, and the Fairfax County Department of Transportation in planning and implementing projects that require private property land rights, coordinates land acquisition activities with other county, state, and federal agencies. Provides expert assessment and advice on land acquisition issues to include easements and whole parcel acquisitions to assist designers in determining the best and most cost-effective locations for facilities. Prepares documentation and coordinates legal matters with the Office of the County Attorney; prepares Board matters and coordinates staff work regarding the use of eminent domain. Presents expert testimony in condemnation actions in circuit court. Promotes communication, teamwork, and collaboration while performing all aspects of position responsibilities. Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a Bachelor's degree in Urban/Regional Planning, Architecture, Landscape Architecture, Engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  • Seven years of progressively responsible experience in the acquisition of land and/or land rights (preferably in local, state, or federal government), with emphasis on whole parcel acquisitions and sensitive or controversial projects.
  • Experience negotiating complex land rights agreements.
  • Three years of experience mentoring diverse groups of employees related to land acquisition activities.
  • Strong written and verbal communication skills.
  • Knowledge of basic computer programs and software used in planning, scheduling, and monitoring the progress of land acquisition and project management activities, including real estate search programs such as CoStar or MRIS.
  • Demonstrated ability to work with others in a fast-paced, collaborative team environment.
  • Experience in public administration and strategic planning with a strong commitment to customer service.
  • Possession of a Virginia Real Estate Brokers License, Law Degree or Appraisal License.
  • Possession of a Certified International Right-of-Way Association (IRWA) Agent designation and active membership in the IRWA.

PHYSICAL REQUIREMENTS:
Ability to write and make oral and written presentations. Ability to produce handwritten and typed documents. Ability to travel to and traverse project locations throughout the county. Ability to visually inspect project locations against engineering plans. Ability to visually access engineering plans and plats, valuations, internet real property research, and title work. All duties performed with or without reasonable accommodations.
