Job Announcement

This position is located in the Personal Property & Business License Division. Under general supervision of the assistant director, this position manages the Target Program. This includes the day-to-day operations and direct supervision of two (2) administrative assistant supervisors as well as administrative staff supporting the Target Program. The successful candidate must have a thorough knowledge of state and local tax laws as well as use of qualitative and statistical analysis techniques. Plans, develops, and implements the annual tax discovery plan, scope, and objectives. Oversees proper execution of all operational discoveries in accordance with professional standards and applicable tax laws. Approves tax discovery research reports. Assigns, directs, and oversees work in progress, completed work, and monitors staff activity. Manages the taxpayer appeals review process. Maintains liaison with state, federal, and County officials. Maintains monthly, quarterly, and annual tax revenue statistical reports. Provides guidance and tax code interpretation to staff and taxpayers. Works in conjunction with other divisions within the Department of Tax Administration and the Office of the County Attorney. Disseminates, interprets, and instructs staff on new or amended state and local laws. Establishes employee goals and objectives. Reviews, analyzes, and makes final determination for appealed cases. Authorizes investigations of unreported personal property. Ability to draft and send non-compliance letters to taxpayers who are not in compliance with the program. Ability to correspond to taxpayers verbally and in writing. Provide feedback to staff and management. Ability to counsel staff on their performance and conduct evaluations. Perform related duties as assigned.

Note: The assigned functional areas of this position are customer service in a local tax office, customer service, communication, tax dispute resolution, research & document review, tax assessment, and managerial duties (e.g., training, coaching, mentoring, and staff development).

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
None.

PREFERRED QUALIFICATIONS:
  • Must demonstrate verbal and written communication skills that result in very clear and concise messages and feedback.
  • Ability to serve as agency point of contact with state officials, citizens, other DTA divisions and County agencies on Target issues.
  • Proficiency using Microsoft Office applications.
  • Knowledge of state and county codes related to personal property assessments, and other applicable exemptions.
  • Ability to demonstrate initiative and resolve issues with minimal supervision in a prompt and professional manner.
  • Possesses strong customer service background and ability to work independently.
  • Ability to prioritize and complete assignments on schedule.
  • Ability to monitor, review, and analyze changes to the tax law and changes to the work process to ensure accuracy of the agency's web pages pertinent to the tax facts.
  • Ability to exercise tact, discretion, initiative, and creativity.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check and a credit check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, but may require some walking, bending and lifting up to 5 to 10 pounds. All duties are performed with or without reasonable accommodations.
