Job Announcement

Works in the operations part of the Department of Family Services (DFS), a large human services agency, and reports directly the DFS Finance Director. This position ensures compliance with GAAP accounting, federal, state and county financial and procurement policies, as well as establishes and maintains supportive partnerships with senior management and program staff to ensure strategic utilization of the agency's financial resources. Financial monitoring and grant compliance, as well as accounts receivable and are also important duties associated with this position. Helps to manage budget, financial management, grants management, procurement for DFS. Responsible for the overall management, professional development and performance management of a team of professional-level financial staff, directing them in activities including policy and procedures compliance, grant compliance, accounts payable/receivable, procurement, contract management, and subrecipient monitoring, budget development, and reporting. Serves as a resource to DFS staff on financial policies and procedures and directs business improvements. Other responsibilities include policy planning, project coordination, preparing and making presentations to various high-level managers in the county and to boards, authorities, and commissions, and community groups. Directs the preparation of board grant items, budget and grant reporting, consolidated spreadsheets, and multiple components of state and federal applications for funding.

Prepares or oversees the preparation of large, complex agency budget;
Directs all budgeting, purchasing, and payment activities for the agency;
Oversees development and implementation of fiscal management and accounting procedures for the agency;
Prepares grant proposals and reports;
Ensures compliance with all applicable Federal, State and County regulations and procedures.

EMPLOYMENT STANDARDS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts; plus five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A Master's degree in a related field or CPA may substitute for 1 year of experience.

CERTIFICATES AND LICENSES REQUIRED:

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services check, and a credit check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:

Master's degree in public administration, business administration, public policy, finance, government, or a related field. Extensive knowledge of and experience with County and State policies and financial and procurement regulations, and cost allowability under Federal Uniform Grant Guidance. Extensive knowledge and experience with budgeting, forecasting, grants management, financial auditing, quantitative analysis, and managing multiple funding streams. At least five years of experience with researching, preparing, and presenting reports to county executives and senior managers, and various committees, boards, and commissions participating in a variety of high-level and cross-departmental task forces and work groups; and actively participating on strategic, organizational development, and redesign projects. Considerable experience using computer systems and applications.

PHYSICAL REQUIREMENTS:
Work is generally sedentary and is usually performed in a normal office environment. Ability to attend evening meetings off site. Ability to communicate clearly and concisely, both orally and in writing. All duties performed with or without reasonable accommodations.
