Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. LDS is seeking a highly skilled and experienced manager and leader to oversee the analysis, management, and development of LDS revenue. This includes conducting revenue analysis and developing projections for short term and long-term forecasting of revenue.

The successful candidate will be responsible for several areas, including the following:

  • Manages and oversees the ongoing reconciliations of all deposit accounts, the LDS bank account and the cashier's office and revenue team.
  • Deposits all funds collected in a timely manner and in accordance with State, County code and local policy.
  • Serves as the agency point of contact for revenue related issues and makes recommendations concerning complex revenue financial activity.
  • Coordinates with agency Proffer team to ensure financial processing of proffers, bonds and agreements, and escrows.
  • Ensures a comprehensive and customer-oriented effort in overseeing revenue collection and makes recommendations on modifications as necessary to improve service to customers.
  • Has responsibility for the supervision, professional development, and performance of the revenue team.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

PREFERRED QUALIFICATIONS:
  • Master’s degree in accounting, public administration, or business administration
  • Knowledge of governmental accounting and budgeting principles, methods, and practices
  • Demonstrated experience in short and long-term revenue forecasting
  • Demonstrated experience leading a team of finance employees
  • Minimum of two years of supervisory experience for professional and administrative financial staff in a fast-paced environment.
  • Excellent communication and relationship-building skills.
  • Experience in revenue management.
  • Experience with Microsoft Office Excel

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Duties are generally sedentary and performed in a normal office environment. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Sufficiently mobile to attend meetings and make presentations to County staff. Ability to operate keyboard driven equipment, phone and retrieve documents from file cabinets. Ability to communicate verbally and in writing. . All duties performed with or without reasonable accommodations.
