May be used to fill multiple positions. Under direction of Supervising Contract Specialist, this senior-level contract specialist is responsible for full life-cycle contract management work, independently developing and managing Requests for Proposals and other negotiated agreements to establish contracts in support of customer departments. Performs work of considerable difficulty in the solicitation, contract formation, negotiation, administration, and award of a variety of non-professional and professional services contracts. Applies procurement regulations and procedures to guide and assist customers with procurement strategy. Manages all contractual aspects of complex procurement projects and coordinating pre-award and post-award procurement actions, including contract negotiation, administration, termination, and closeout. Conducts pre-proposal conferences, participates in, and provides guidance to selection advisory committees, guides and participates in negotiations, and recommends and prepares contract award documents. Serves as an expert resource to assist customer departments with policies and procedures related to procurement and contracting, contracting activities to include market research, identifying barriers to accomplishing tasks or meeting timelines as requested, working with agency staff to identify program contracting needs, meeting to develop action plans, and/or to facilitate resolution to barriers. Engages end-user to ensure contractor performance is satisfactory. Acts as liaison to general counsel and IT for assigned contracts. Prepares and maintains all documentation to ensure auditable contract records. Uses automated contracting and financial system to process and finalize contracts and purchase orders. Assists in the training and guidance of subordinate contract personnel and other support functions.
Note: The salary offer will not exceed the midpoint (or $80,368.91) of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with major course work in business administration, public administration, or a related field; plus two years of experience in technical procurement work, including considerable experience with automated procurement processing systems.
CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a credit check.
All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date.
